Landfilling prevails in waste management options in Romania like others new EU members, being contrary to the concept of waste hierarchy promoted in recent years by EC. Waste disposal is done usually in non-compliant landfills and Government established a program to close these sites. To the street hawker, it is a means of making a living but to the managers of the metropolis, street hawking is a menace. These differences in perception have led to a game plan tied to spatio-temporal diurnal traffic regimes. While the city authorities plan may be to evict the street hawkers, the plan of the hawkers is to outwit the city authorities through make-shift hawking patterns in order to make a living. Analyses of traffic accidents are often focused on the characteristics of the accident event and hence do not take into account the broader neighborhood contexts in which accidents are located. This thesis seeks to extend empirical analyses of accidents by understanding the link between accidents and their surroundings. The case study for this thesis is Hillsborough County, Florida, within which the city of Tampa is located. The Tampa Bay region ranks very high in terms of accident rates within U.S. metropolitan areas and is also characterized by transport policies which favor private automobiles over mass transit options, making it an …

Certain distressed neighborhoods cannot support traditional residential-focused development. For these communities, we develop decision models for acquisition and redevelopment of chronically vacant lands and structures for primarily non-residential and greening uses. We address social benefits and costs of redevelopment strategies, parcel clustering to exploit economies of scale, and conflicting values among stakeholders. We illustrate our models using data from Baltimore, MD.

The growing importance of nonmarket assets such as the environment, combined with the unprecedented availability of high-resolution data, has renewed broad interest in quantifying sustainability at different spatial levels. Policy-related decision making requires that potential sustainability measures meet three key requirements; (i) sustainability metrics need to be comprehensive such that they reflect the experience of representative households; (ii) sustainability indices need to be comparable across different geographic scales, and; (iii) measures of sustainability need to be economically meaningful, ideally tying into the larger system of national accounts. Descended from slaves brought to the southeast United States between the early 17th and mid 19th centuries, the Gullah-Geechee of South Carolina and Georgia in the United States, have developed distinctive, culturally-expressive creole communities. Juxtaposed against their ancestor’s plantation slave villages, present-day settlements reveal deliberate creations of community and strong connections to place. The Gullah concept of place and community also includes an understanding of the land as commons that is at odds with the dominant culture in the United States.Under slavery the Gullah lived in rigidly geometric settlements. Climate change is tightly linked with urbanization. Urban development with increasing greenhouse gas emission worsens climate change, while climate change in turn influence hydroclimate and ecosystem functions, and indirectly affect urban systems. The Intermountain West is experiencing rapid urban growth, climate change interacting with urbanization poses new challenges to the Intermountain West. Urban planning needs to adapt to these new changes and constrains, and to develop new tools and plans to effectively respond to climate changes. The community data information system, www.whodata.org, houses the results of property condition surveys. The cities are facing illegal dumping of municipal solid waste (MSW) because the waste collection facilities do not cover the entire population. Furthermore, this sector is poorly developed in small towns or villages annexed to administrative territory units (ATU) of cities , MSW are disposed in open dumps polluting the local environment. This paper examines the current challenges in urban waste management systems under EU regulations for a newcomer state. Piatra Neamț is among the first Romanian cities which made the transition from a traditional to a modern waste management infrastructure through ISPA funds. These changes are poor reflected in rate of recyling and treatment so far according to analysis of waste streams. The paper performs a critical review of waste management services and also assesses the vulnerability to illegal dumping. Benefit-cost analysts attempt to compare two states of the world, the status quo and a state in which a policy having benefits and costs is being contemplated. For environmental policies, this comparison is greatly complicated by the difficulty in inferring the values that individuals place on an increment to environmental quality. Unlike ordinary private goods, environmental goods are not directly exchanged in markets with observable prices. In this chapter, the hedonic approach to inferring the benefits of an environmental policy is examined.
