As this special issue of the journal well reflects, much progress has been made in homelessness research. That progress has been matched with advances in homelessness policy and programming, nearly all of it informed by the contributions of the research community. While the imperatives of policy-making have required decisions to be made with imperfect knowledge, a substantial enough convergence of theory and evidence has enabled policymakers to shift homelessness policy and practice in important ways. Those shifts have also prefigured some of policymakers’ needs from the research community in the future.

In most states, police officers and trained investigators complete crash reports for nearly all reportable crashes that occur on public roads. Many states have made significant improvements in the quality and timeliness of their crash data systems by implementing, in addition to other improvements, electronic filing of these reports by police officers. Oregon relies on citizen reports for a majority of their crash data and paper forms must be submitted to the responsible state agency and are then manually coded into the crash data system. In recent years, the techniques for screening transportation networks to identify high crash locations have become more sophisticated. Many transportation agencies, however, lack sufficient data, either in timeliness, completeness, or accuracy to implement many of the recent advances. This paper presents the results of an empirical analysis of screening and ranking for specific crash type (speed and ice related crashes) on rural 1.6 km (1 mi) highway sections of Oregon highways. This poster presents the results of a survey of North American jurisdictions with known installations of bicycle-specific traffic signals and a review of available engineering guidance. Surveys were sent to agencies in 21 jurisdictions (19 in the United States and two in Canada) that requested detailed engineering aspects of the signal design such as placement, mounting height, lens diameter, backplate color, type of actuation, interval times, use of louvers, and performance. This report presents a before-after study of bike boxes at 10 signalized intersections in Portland, Oregon. The bike boxes, also known as advanced stop lines or advanced stop boxes, were installed to increase visibility of cyclists and reduce conflicts between motor vehicle and cyclists, particularly in potential ?right-hook? situations. Before and after video were analyzed for seven intersections with green bike boxes, three intersections with uncolored bike boxes, and two control intersections. Two innovative bicycle facilities installed in late summer and early fall 2009 in downtown Portland by the City of Portland Bureau of Transportation (PBOT) were evaluated to understand how they are functioning on multiple levels. All of these facilities involved removing a motor vehicle lane by restriping to provide additional roadway space to bicyclists. Certain distressed neighborhoods cannot support traditional residential-focused development. For these communities, we develop decision models for acquisition and redevelopment of chronically vacant lands and structures for primarily non-residential and greening uses. We address social benefits and costs of redevelopment strategies, parcel clustering to exploit economies of scale, and conflicting values among stakeholders. We illustrate our models using data from Baltimore, MD.

This article analyzes the conceptual and historiographic differences between the closely related fields of urban history and planning history. It reviews the origins of urban history as a distinct field and argues that work in urban history falls into three broad categories dealing with civic life, individual and group relations, and the physical evolution of urban places. It identifies topics that are particularly fruitful and generate new scholarship, and suggests ways in which each of these realms of urban history raises questions of relevance to urban planning and urban policy.

During 1981-1985, the followers of Bhagwan Shree Rajneesh built a large utopian community in eastern Oregon's solitude and named it Rajneeshpuram. While Rajneeshpuram appeared to be physically isolated and removed from government intervention, it was actually embedded in a dense system of laws and bureaucratic regulations, quite within reach of local, state, and national bureaucracies. Cities in the United States have never known the direct effects of total war. Lacking this bitter experience, Americans have had to imagine the impacts of catastrophic warfare on their urban centers. This paper examines fictional depictions of future warfare as it has been imagined to affect U.S. cities, particularly since 1945. It draws on films, short stories, and novels from the "thriller," "future war," and science fiction genres to explore common assumptions and underlying attitudes about cities and city life. The science fiction subgenre of cyberpunk developed in the 1980s and 1990s with a strong interest in urban settings. A reading of important cyberpunk novels shows the way in which the ideas of formal urban theory, such as the idea of global cities, cities as communication systems, and the Los Angeles school of urban studies, have been incorporated into this facet of popular culture. The analysis suggests that science fiction can help planners to understand the influence of a range of social theories on public understanding of planning issues.

In one sense, American history is "a sequential process of regional development marked by a persistent tension between regional cultures and economic interests and integrative national institutions and values." Since the 1890's, regional history has been an active enterprise supported by academic instruction, leading university presses, specialized journals, and professional organizations. A survey of college and university departments of history yielded data to analyze the present ambiguous position of regional history within the evolving discipline of American historical studies.

We develop principles by which CBOs can develop and share large datasets in order to formulate and solve decision problems that improve the well-being of localized, often marginalized or distressed communities.
