This study explores the consequence of using special-purpose and general-purpose forms of governments in public transit services. Since the 1950s, this form of local government has become prevalent yet remains an under-researched topic in the field of public administration. This study compares the performance of special-purpose and general-purpose governments in the field of public transit in the Midwest area of the United States. Performance in this context comprises four groups of variables: efficiency, effectiveness, solvency, and social responsiveness. This article describes an experience originating in the College of Education to explore a process for the college’s social justice efforts to lead and guide administration, faculty, and staff in their day-to-day decision-making. This educational process examined in the article was introduced through the College of Education’s Diversity and Inclusion Committee to engage administration, faculty, and staff in using their various perspectives focused on social justice to help them shift the college's current paradigm from understanding to action. Enacting social justice leadership requires that school leaders understand social, political, and historic contexts of the communities and schools where they lead. This paper examines the McAllen-Edinburg-Mission metropolitan area and highlights some of these issues within this particular community along the Texas-Mexico border. This description of the area provides understanding of the uniqueness of borderlands contexts and allows us to better understand the social justice work of one local school district in leading for success in this context.

Pedestrian Exposure To Near-Roadway Pm2.5 In Mixed-Use Urban Corridors: A Case Study Of Omaha, Nebraska, Bradley Bereitschaft

Compact, mixed-use, and pedestrian-oriented urban developments may offer numerous environmental and health benefits, yet they may also facilitate pedestrian exposure to air pollution within the near-roadway environment. This research examines ambient concentrations of fine particulate matter (PM2.5) across six sites situated within central Omaha, Nebraska, a mid-sized metropolitan area located in the Midwest US. The sites ranged from a low-density, strip-mall development to moderate-density entertainment, commercial, and retail districts with varying degrees of horizontal and vertical mixed-use. Tracing approximately two kilometer routes along the sidewalk, factors affecting average and peak PM2.5 concentrations at each site were identified …
