Rural areas have been experiencing a transition in their economic and social structure. Traditional industries such as agriculture, manufacturing, and resource extraction have been declining. The result has been a displacement of labor in rural areas and instability within rural economies. Upwards of three quarters of rural counties have experienced outmigration in the last decade. Per capita income in rural areas is only two-thirds that of their urban counterparts, and rural poverty rates exceed those in urban areas. The purpose of this research and the dual papers is to comprehensively explore industrial clusters by looking at a number of examples, and then examine in greater detail, the Montachusetts Region in north central Massachusetts where the plastics industry has a strong base. The current weakness of the plastics industry will be identified and tackled.

The shift in organizational structure from global mass producing giants to industrial clusters that focus on flexible specialization, influenced many studies throughout the 1980s and 1990s. This paper will feed from these studies and expand on the role of institutional support networks.

The Federal Communications Commission (FCC) mandates that personal wireless companies develop their systems so that adequate service is provided to the public. Section 704 of the Telecommunications Act of 1996 governs federal, state and local government oversight of siting of "personal wireless service" facilities (Wireless Telecommunications Bureau, 1996). The FCC published a Fact Sheet in April of 1996 which summarizes the key provisions of section 704. The summary is as follows:

The purpose of this study was to assist the town of Holden in assessing further development potential along a 1.6 mile stretch of Main Street. Holden’s History is similar to many small New England towns, as it has evolved into a suburb in the post WWII period. The socioeconomic analysis shows a growing community where a large proportion of the residents are professionals and financially well off. There is a strong sense of community and the citizens are concerned about the future of their town.

There are six cities in the Pioneer Valley: Springfield, Holyoke, Chicopee, Westfield, Northampton, and Agawam. The three contiguous cities of Springfield, Holyoke, and Chicopee form the urban core of the region. Historically, these cities have been the cultural. financial, and industrial centers of the Pioneer Valley. Seven of the towns are located in Bristol County: Acushnet, Berkley, Dighton, Freetown, Raynham, Rehoboth and Westport. The purpose of this study was to determine the reuse potential of the 1. 7 million square foot Draper Mill in Hopedale, Massachusetts. The study was undertaken at the request of the Hopedale Industrial Development Committee. Their goal was to develop a means of diversifying the community's tax base. When the Draper Mill was in full operation approximately sixty percent (60%) of the Town's taxes were paid by the Mill.
