Community development is difficult, yet rewarding work. Success is dependent on focused activities, organizational capacity, availability of funding and technical assistance, leadership capability and community support. Low Income Housing for Native Americans of Portland, Oregon (LIHNAPO) was created in 1993 in response to the urgent need for affordable housing for Native Americans in Portland. LIHNAPO is young, working to establish itself as a viable organization. To make this transition, LIHNAPO must carry out a strategic planning process. This document was prepared by graduate students at Portland State University in partial fulfillment of the Master of Urban and Regional Planning Degree. A comprehensive planning workshop was held during the Fall and Winter quarters of the 1992-1993 academic year. Master of Urban and Regional Planning Workshop Projects

This project is a part of the 1989 Comprehensive Planning Workshop, the capstone of the Graduate Urban Planning curriculum at Portland State University. The goal was to develop a regional Housing Plan for Southeast Portland. Southeast Uplift Neighborhood Coalition, a non-profit organization offering administrative and technical support to Southeast neighborhood associations and other citizen groups agreed to cooperate in this endeavor. The purpose of this report is to aid the Sullivan's Gulch neighborhood in planning for its future.The neighborhood is a diverse one, with a mix of land uses, ranging from residential to industrial. Residential densities range from single-family detached houses to high-rise apartments. There are many interests concerned with the future of Sullivan's Gulch: residents, businesses, the neighborhood association, property owners, and institutions. This report attempts to address the concerns of all these groups as, together, they are the neighborhood.

The Eliot Neighborhood Plan is the product of the Comprehensive Planning Workshop conducted by the School of Urban Affairs at Portland State University. The planning team consisted of thirteen graduate students in consultation with Professors Thomas Gihring and Sumner Sharpe.

The objectives of the plan are:

  1. To develop a policy framework which will serve as a guiding document for the future development of the neighborhood in compliance with the Portland Comprehensive Plan.
