This paper takes a much broader approach than do typical economic impact studies in order to describe and illustrate the mechanisms through which creative activity and creative industries contribute to the regional economy. We examine how these industries are linked to and supportive of other sectors of the economy. In addition, we broaden the definition of ?creative services? to include the arts, culture, and entertainment industries, all of which comprise the ?creative sector.?

From our earliest beginnings and to present day, the social fabric of the United States continues to be shaped by immigration. Americans are generally aware of their families’ personal stories and the inextricable link to immigration, but they are likely less familiar with historical and current trends. Focusing in Oregon and more specifically, the Portland metropolitan area, we provide a statistical portrait of the foreign-born population by examining recent growth patterns, identifying geographic origins, and describing individual-level characteristics.

School District Enrollment Forecast Reports

The Population Research Center (PRC) has prepared district‐wide and individual school Enrollment Forecasts for the Canby School District (CSD) annually for the past six years. This study includes forecasts of district‐wide enrollment for the 10 years from 2012‐13 to 2021‐22 and forecasts for individual schools for the five years from 2012‐13 to 2016‐17. The 10 year horizon of the district‐wide forecast enhances opportunities for school districts to coordinate long range planning with city and county comprehensive plans, which may extend for 20 or more years. Overall K‐12 enrollment is forecast to increase by 364 students (8 percent) in the next …

For two hundred years—from the earliest exploration by European and American mariners and fur traders, until 1975—the region made up of Oregon, Washington, and British Columbia had a stable personality. This was a region that produced natural resources—fish, furs, forest products, fruit, electricity from flowing water, and wheat from fertile fields. This is the Northwest that H. L. Davis depicted in Honey in the Horn, Emily Carr painted from her Vancouver and Victoria studios, and Ken Kesey dissected in Sometimes a Great Notion. The Subtleties Of Social Exclusion: Race, Social Class, And The Exclusion Of Blacks In A Racially Mixed Neighborhood, Daniel Monroe Sullivan, Jonathan Picarsic

We use interviews, content analysis, and surveys to describe how a neighborhood association in a racially mixed neighborhood in Portland, Oregon (USA) subtly excludes many blacks from being full members of the neighborhood. In contrast to explicit cases of social exclusion, this neighborhood association excludes blacks without ever referring to race. They instead justify their actions—e.g., helping close down a black social club and discouraging more affordable housing—based on such nonracial goals as increasing homeownership, minimizing crime, and maximizing “economic diversity.” We argue that without the inclusion of black residents and their neighborhood organizations (e.g., churches) in the decision-making process, …

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing and enrollment trends affecting the North Clackamas School District (NCSD) in recent years and forecasts of district‐wide and individual school enrollments for the 2012‐13 to 2021‐22 school years. The District enrolled 17,280 students in Fall 2011, a decrease of 68 students (‐0.4 percent) from Fall 2010. Dependence on fossil fuels, climate change, and degraded air quality are forcing the auto industry and consumers to seek alternative solutions to the current transportation system. Significant technical breakthroughs are allowing automakers to develop electric vehicles (EVs) that transcend some of the key barriers that limited them historically. Plug in electric vehicles entered the Oregon marketplace in early 2011. A range of reports suggest the demand for EVs will grow rapidly once affordable highway speed vehicles become available. The Oregon Highway Plan’s (OHP) mobility policies guide various planning and programming activities of the Oregon Department of Transportation (ODOT). Among these activities are ODOT’s land use change review responsibilities under the Transportation Planning Rule, as adopted by the state’s Land Conservation and Development Commission. This report examines supplemental transportation performance metrics beyond the volume-to-capacity metric that currently supports OHP mobility policies. Selected supplemental metrics are empirically analyzed using a travel demand model calibrated for a Medford, Oregon study area.

This paper examines extraboard operations and management at TriMet, the transit provider for the Portland Oregon metropolitan area. The extraboard consists of a pool of operators who fill open work resulting from absences and other causes. The paper first examines the general performance of the extraboard in filling open work, drawing on seven years of daily operations data from three bus garages. It then presents statistical analyses focusing on open work patterns and the effects of selected work rules on operator utilization and service delivery. Lastly, suggestions are made for improving the efficiency of extraboard operations.

The Highway Safety Manual (HSM) was published by the American Association of State Highway and Transportation Officials (AASHTO) in the spring of 2010. Volume 2 (Part C) of the HSM includes safety predictive methods which can be used to quantitatively estimate the safety of a transportation facility. The resulting information can then be used to provide guidelines to identify opportunities to improve transportation safety. The diffuse nature of decision making creates a need to better coordinate land use and transportation to address issues such as: congestion, infrastructure costs, and greenhouse gas emissions.
