Las principales características del Estado Nacional en el Ecuador pueden definirse en los siguientes términos: Estado unitario, régimen presidencialista, organización descentralizada (a través de provincias y cantones) y sectorializada (ministerios), y estructura funcional (ejecutivo, legislativo y judicial).
Todo Estado unitario, en su integración, da prioridad a los siguientes criterios:
1. Mayor importancia de lo sectorial sobre lo territorial, lo cual significa que la intervención estatal se la hace desde ciertos recortes de la realidad definidos por el centro y hacia la periferia. One of the most important issues in Automated Highway System (AHS) deployment is intelligent vehicle control. While the technology to safely maneuver vehicles exists, the problem of making intelligent decisions to improve a single vehicle’s travel time and safety while optimizing the overall traffic flow is still a stumbling block. We propose an artificial intelligence technique called stochastic learning automata to design an intelligent vehicle path controller. Using the information obtained by on-board sensors and local communication modules, two automata are capable of learning the best possible (lateral and longitudinal) actions to avoid collisions. Sliding Mode For User Equilibrium Dynamic Traffic Routing Control, Pushkin Kachroo, Kaan Ozbay

Presents a solution to the user equilibrium dynamic traffic routing (DTR) problem for a point diversion case using feedback control methodology. The sliding mode control technique which is a robust control methodology applicable to nonlinear systems in canonical form is employed to solve the user equilibrium DTR problem. The canonical form for this problem is obtained by using a feedback linearization technique, and the uncertainties of the system are countered by using the sliding mode principle. Simulation results show promising results.

Many Korean-American elders in America are new immigrants who are faced with cultural change and adjustment problems. In recent years, these Korean-American elders have been undergoing a change in their living situation by moving away from their adult children into independent living arrangements. This study draws on a sample of 50 Korean-American elders in subsidized housing who are over the age of sixty and live in the Portland, Oregon Metropolitan area to investigate factors involved in their choice of and their well-being in independent living arrangements. Through interviews, the study specifically gives attention to why the elders moved, whether they …

Tri-Met, the transit agency serving the Portland, Oregon metropolitan area is implementing a new bus dispatching system (BDS) that includes automated vehicle location (AVL) technology. An important objective in the agency's decision to invest in a new dispatching system was to maintain or improve service reliability in an urban environment characterized by rapid growth and worsening traffic congestion.

The increase in the number of women and children who are homeless, particularly in the last fifteen years, has generated the innovation of shelters that combine longer term housing arrangements and social services. These organizations are usually called "transitional housing," intended to assist this population toward the economic goal of "self-sufficiency." The impact and success of this strategy is often debated. However, there has been scant research investigating how residents of this setting use skills and resources to secure housing outcomes and community re-integration. For the last fifty years, Boston’s Chinatown has been a shrinking community. Squeezed in by highways on two sides, its land is being gradually consumed by two medical institutions, Tufts University Medical School and New England Medical Center. During the last few decades, these two medical institutions have swallowed up nearly one third of the land in Boston’s Chinatown. Despite this, both medical institutions want more. Reading Neighborhood Character : A Semiotic Analysis Of Three Portland, Oregon Neighborhoods, Jodi Hanson Tanner

The character of a neighborhood is demonstrated through environmental cues that tell the casual passerby about a neighborhood and its residents, including such aspects as privacy, neighboring, and wealth. Neighborhoods may be made up of residents all speaking the same message, such as exclusivity or independence; these neighborhoods give coherent messages and have strong identifiable character. Other neighborhoods may seem fragmented or have unclear character because the residential make-up is changing over time. Residents reflect aspects of themselves through the physical surroundings that make up a neighborhood.

This thesis explores the hypothesis that the prices of single family houses are negatively influenced by proximity to urban arterial roadways. A hedonic price model is developed that tests the effects of traffic volumes and proximity on sale price.
Using a data set of sale records from Portland Oregon in 1994, a traditional hedonic model is developed based on housing and neighborhood characteristics. Using a geographic information system, each sale record is associated with the nearest arterial roadway, and the data on distance to the roadway and level of traffic is returned to the sale record.
