This report provides an assessment of the feasibility of consolidation of two public safety answering points in Richland County, Ohio. The report describes the methodology used to assess the feasibility. The findings are that consolidation of dispatch services among the potential participating entities is feasible. Consolidation of services would reduce capital costs expended across the county for public safety emergency dispatching over the long term. Given the proposed investment equipment and staff, the level and quality of service provided by a consolidated dispatch center should exceed those currently being supplied.

Development and implementation of administrative programs are important steps in the process of change through public law and policy. These programs set the specific mechanisms that will be used to carry out the intent of the law or policy as best an agency can determine. Administrative personnel may involve the general public and stakeholders in program development and implementation in order to improve program design, increasingly used as part of collaborative environmental management strategies. Scientific studies and resident testimony suggest that urban residents in low-income and minority communities have been subject to an unequal burden of environmental pollution and inequitable environmental enforcement practices. A key component of the equitable development and implementation of environmental policies is the participation of citizens and community-based organizations in the policy process. Such participation rests upon equitable access to agency-generated environmental information and effective use of that information by citizens. This article focuses on the adoption of Internet technologies by environmental agencies as a mechanism for disseminating information and the implications for low-income and minority residents in urban communities. …
