The purpose of this study is to examine the public participation mechanisms employed for a proposed new infrastructure project. Public participation is a core characteristic of a contemporary democratic society as policy makers are increasingly encouraged to engage with citizens for learning and legitimacy. Participation is a loose concept with many forms and interpretations. This study explores the key characteristics of public participation formats, challenges to and the criteria for success. The Planning Reports produced by these workshops offer valuable insight into the climate adaptation and climate justice priorities of Massachusetts municipalities. Climate justice literature holds that the impacts of climate change will be disproportionately felt by marginalized communities, and those addressing climate change should address the risks faced by those communities, referred to as Environmental Justice (EJ) Communities in Massachusetts. Urban neighborhoods with locations of environmental contamination, known as brownfields, impact entire neighborhoods, but corrective environmental remedial action on brownfields is often tracked on an individual property basis, neglecting the larger neighborhood-level impact. This study addresses this impact by examining spatial differences between brownfields with unmitigated environmental concerns (open site) and sites that are considered fully mitigated or closed in urban neighborhoods (closed site) on the US census tract scale in Wayne County, MI. Nepal's political institutions and administrative units were thoroughly restructured in 2015 with the promulgation of the new Constitution. Several rural areas were combined to meet the definition of urban threshold criteria to classify rural areas into urban categories. Accordingly, over 3,900 local political and administrative units were amalgamated into 753 units, of which, 293 units are classified as urban. Within these newly defined urban areas, many natural environments have been converted into impervious surfaces such as paved roads, sidewalks, and building roofs. This research partnership between local public health practitioners and urban food systems scholars suggests improvements to City of Richmond, Virginia’s zoning code related to food retail and urban agriculture by drawing inspiration from other American central cities. The authors created an empirical process to identify potential sister cities to Richmond as a source for high quality comparative examples. Next, the authors then engaged in a non-empirical, purposive process of identifying potential zoning code improvements from both identified sister cities, as well as other communities.
