Collaborative governance has received considerable attention in recent years. From environmental resource management to public safety, collaborative governance continues to play a vital role in regional problem solving. More than half of all public school children live in low-income families. As the number of poor children has risen, so has the number of children who attend high-poverty schools. According to 2012 data, the most recent available, 1 in 5 children attend a school where at least 75 percent of students qualify for free or reduced-price lunch—up from 12 percent just 12 years ago. Concentrated poverty is most prevalent in urban areas, where 34 percent of students attend high-poverty schools. Given the racial/ethnic makeup of our nation's urban centers, many of these students are children of color.Students in high-poverty …

In spring of 2015, the Central Ohio region sponsored two surveys, conducted by APRI, to generate data pertaining to K-12 school-business partnerships:

  • All 67 Superintendents in Central Ohio were invited to participate in the survey – 24 responded
  • The business survey was distributed to all private businesses in the advanced manufacturing, Information Technologies, logistics, and health care industries throughout Central Ohio.
  • The survey yielded over 300 business responses. Throughout these replies, several themes emerged indicating critical differences in partnership perceptions and implementations.
  • The two sectors identify similar tools to enhance partnerships.

In recent years, the field of workforce development has emerged as a distinct area of policy and practice. While planning scholars have begun to engage with the workforce development field, its relevance and points of connection to planning scholarship remain underexplored. This article attempts to define the workforce development field by articulating its core concerns as well as its domains of practice and scholarship outside the planning field. The article locates workforce development within three stands of planning scholarship, concluding that workforce development represents an important bridge for planners between “place” and “people” prosperity within communities.

We describe a rural/micropolitan example of the intertwining of school consolidation and demographic change with exacerbated segregation and inequality. To do this we consider Dawson County, Nebraska, which hosts the state's most Latino/a school district (Lexington) and which saw its number of schools decline from 37 to 19 during this century's first decade, and the number of local school districts lessened from 18 to 5. In particular, we call attention to the irony that consolidation was pursued with an explicit call for more equality in schooling in Dawson County (Swidler 2013) and yet population concentrations and variation in expenditures seemed …

This project focuses on American prison writings from the late 1990s to the 2000s. Much has been written about American prison intellectuals such as Malcolm X, George Jackson, Eldridge Cleaver, and Angela Davis, who wrote as active participants in black and brown freedom movements in the United States. However the new prison literature that has emerged over the past two decades through higher education programs within prisons has received little to no attention. In order to better understand the role community design plays in obesity rates, this project studies a potential relationship between distance of parks from homes and obesity rates in four Nebraska counties. Park use may contribute to important health benefits, such as reducing risk of obesity by increasing physical activity levels. There are limitations to park use, such as crime rates and facility upkeep that are important to understand so that they might be managed and communities can reap greater benefits from their parks, including better fitness. To thrive in 2020, we must conceive of the field of public administration in the broadest possible terms. Phenomena that typically have been treated peripherally in our literature are emerging center stage in recent years, confirming that the “old” boundaries of our discipline do not reflect contemporary reality. After reviewing three key developments—the rise of mixed and nongovernmental institutions in public policy, the increasing importance of market mechanisms, and the assertion of meaningful global regulation—an argument is made for a broader reconception of “publicness” that goes hand in hand with the embrace of governance in lieu of administration.

How does an undemocratic country create democratic institutions and transform its polity in such a way that democratic values and practices become integral parts of its political culture? This article uses the case of Japan to advocate for a new theoretical approach to the study of democratization. This article seeks to explain why different types of volunteer organizations are prevalent in different countries. It hypothesizes that patterns of volunteer participation are a function of citizen attitudes toward governmental and individual responsibility for caring for society. Those countries (e.g., Japan)—where citizens think that governments should be responsible for dealing with social problems—will tend to have higher participation in embedded volunteer organizations, such as parent-teacher associations. Those countries (e.g., the United States)—where citizens think that individuals should take responsibility for dealing with social problems—will tend to have more participation in nonembedded, organizations, such as Greenpeace. As parents and educators demand more choice programs in their school districts, it is important for district officials to govern issues around equal access. When specialty programs are designed by grassroots groups and school staff without district-level guidance or funding, as it is in Portland, Oregon, equal access provisions can be overlooked resulting in lower ethnic and socio-economic diversity.
