From Undemocratic To Democratic Civil Society: Japan's Volunteer Fire Departments, Mary Alice Haddad

How do undemocratic civic organizations become compatible with democratic civil society? How do local organizations merge older patriarchal, hierarchical values and practices with newer more egalitarian, democratic ones? This article tells the story of how volunteer fire departments have done this in Japan. Their transformation from centralized war instrument of an authoritarian regime to local community safety organization of a full-fledged democracy did not happen overnight. A slow process of demographic and value changes helped the organization adjust to more democratic social values and practices. The way in which this organization made the transition offers important lessons for emerging democracies …

Why do America's cities sprawl whereas European cities remain comparatively compact, and what difference do the patterns of urban development make? Pietro Nivola, a senior fellow at the Brookings Institution, addresses these questions. Nivola examines two kinds of determinants of urban form: (1) market forces, including those influenced by geography, demographics, and technological change, and (2) public policies shaping national transportation systems, tax policy, educational institutions, and more. He also discusses the implications of the different cityscapes for energy consumption.

This is the second part of the three-phase study of the Proposed Milwaukie Light Rail (PMLR) Project that was initiated by the Portland State University Urban Design Workshop in 2009. This report builds upon the initial findings that provided urban design analysis and proposals for the area surrounding the Clinton MAX Station. Aiming to achieve a larger vision to revitalize and harmoniously integrate the areas surrounding the Clinton Station, this report expands the 2009 study area to include the following:

• Hosford-Abernethy and Brooklyn neighborhoods;
• Central Eastside Industrial District (CEID);
• Willamette Riverfront; and

The public image of medical malpractice cases is one of a courtroom, with an injured plaintiff, lawyers, and a judge. However, the reality of malpractice claims is very different. Approaching the study of alternative dispute resolution methods for medical malpractice claims with an eye towards identifying those contexts by which the claims are resolved, this article focuses on the institutional and informal processes of resolving disputes. These processes include both statutory procedural requirements and informal settlements, many of which occur prior to the filing of a lawsuit. Using a bicycle instead of a motor vehicle for a portion of regular travel could increase people’s physical activity and help improve the nation’s health. Over 60% of personal trips are five miles or less – a reasonable distance to ride a bike – and nearly 40% are two miles or less. Yet current rates of bicycling for transportation are very low, despite the popularity of recreational cycling. Given the potential of bicycling as a means of everyday travel, why aren’t more people cycling? The Woodstock neighborhood of SE Portland is home to a high concentration of unimproved streets. Through conversations with the Woodstock Neighborhood Association and representatives at City of Portland agencies, LARKE Planning identified a disconnect between City street policies and residents' desires and concerns surrounding unimproved streets. Through Roadway Not Improved, LARKE is exploring temporary uses and community-based alternatives that will provide more flexibility to respond to the variations that exist among streets' physical characteristics and residents' visions for how these streets can or should contribute to neighborhood character and livability. The Gateway EcoDistrict Pilot Study used site conditions, community priorities, and plans for future growth and development to recommend catalyst projects. The study’s objectives included raising awareness about the EcoDistrict concept, mapping physical and social assets conducive to an EcoDistrict, and identifying organizations interested in management of the pilot EcoDistrict. An assessment of opportunities and constraints to establishing an EcoDistrict in Gateway served as a corollary part of the study. This project was conducted under the supervision of Sumner Sharpe and Ellen Bassett.

Farmworkers in Washington County face stagnant incomes, limited opportunities and a shortage of affordable, quality housing. In this six month workshop project, Tierra Planning explored the connection between quality affordable housing and economic development opportunities for farmworkers in Washington County. We worked with stakeholders, regulators, landowners and farmworkers to identify barriers, opportunities and alternatives. Our final product was a "strategic vision" that included both general recommendations and recommendations specific to Washington County based on extensive research, outreach, and alternatives analysis. Foothill Planning worked with the Oak Lodge Community Council and Clackamas County Urban Green to create an Oak Grove Neighborhood Center Plan. The plan sought to foster a more livable and sustainable community by strengthening the Oak Grove historic business district and improving its connections with the planned Park Avenue MAX station via two transportation corridors, McLoughlin Boulevard and the Trolley Trail. The project articulated ways that these corridors can serve as gateways into the Oak Grove neighborhood and help to revitalize the community. Housing Land Advocates and AARP Oregon have identified that the participation of older adults in the planning process in Clackamas County is not leading to outcomes that address their needs. One potential barrier to advocacy is older adults' lack of understanding of the planning process. A better informed population of older adults will lead to more effective participation in planning processes and an increased ability to advocate for their needs. The vision of the project was to prioritize park improvements that balance the long-term sustainability and viability of the park with growing user demands. As a hybrid park, Willamette Park has a unique set of challenges related to its operations and management, as it is managed for both recreation and natural areas. The final report documents the process QPG undertook to explore opportunities and constraints in Willamette Park, and provides recommendations to guide the future planning of the park.

These six essays were prepared by the Spring, 2010 Sustainable Communities Class known as CPD 602 at the University of Southern Maine. The class is part of the core curriculum of the Community Planning and Development program of the Muskie School of Public Service at the university. Ralph Bunche Agape Neighborhood Vision Plan, Community Design Center

Project Reports

The Ralphe Bunche Neighborhood Vision Plan provides a general design framework to spur reinvestment in this 100-year old historic African-American neighborhood in Benton, AR. The plan aggregates attainable housing (under $100,000/unit) around two neighborhood parks―one existing, and one proposed. Since the city cannot afford comprehensive street and drainage improvements to accommodate redevelopment, the proposal retrofits streets and open space with Low Impact Development (LID) landscapes to remediate urban stormwater runoff. Housing unit types between 1,000 and 1,750 square feet are amassed around these LID landscapes and amenitized with screened rooms, balconies, terraces, and multiple-height living spaces.

This project was designed to outline transportation chapters of a planned written history of Oregon land use planning, written in ways that would make the transportation planning profession relevant to a popular audience. The writing would focus on stories from the profession, and on historical facts and events in Oregon transportation planning history that would surprise or enlighten popular reading audiences. Technology transfer would occur through publication of one or more written pieces of work.

Housing reform in China has proceeded on two tracks: privatization of public housing and development of a new private housing sector. During this period of transition, rents have remained relatively low in the remaining public housing, and purchase prices offered to occupants of public housing have been well below market prices. Although these rents and prices are partly based on known formulas, there is considerable variability in how much people pay for similar apartments. This study uses 2000 Census data to estimate the housing subsidy received by the remaining renters in the public sector and purchasers of public housing, based …

This may be especially relevant for HIV/AIDS-affected individuals in SSA whose agricultural livelihoods are severely disrupted by the devastating effects of the disease on physical productivity and nutritional well-being. The research presented here explores the effect of gender and gender consciousness on the policy preference of local elected officials. Remedying a gap in the scholarship on women in local office, I examine the attitudes of mayors and council members on a variety of urban policy issues. First positing a gender gap theory of representative attitudes, I find almost no differences in policy preferences between men and women serving in local office. As an alternative, I posit and test a gender consciousness theory of policy preferences. Using open-ended survey data, I find that possessing a gender consciousness has a significant …
