In September 1998 Habitat for Humanity's director asked our team to conduct a feasibility study on the possibility of opening a Habitat Re-Store in Portland, a store that would re-sell used building materials. In addition to exploring that question in the traditional manner - considering issues of supply and demand, local competition and potential market niches -- we found ourselves compelled by a deeper exploration of the possibilities. The purpose of this study is to ground the Office of Neighborhood Involvement (ONI) facilitator in the nature of parking issues relevant to Northwest. A comprehensive examination of parking in Northwest will include a review of past efforts, an analysis of the parking-supply and demand, and a detailed review of program and policy alternatives that may be applied in Northwest. Construction of the 1-205 freeway in the mid-1970's physically divided it and disrupted its sense of community. The Comprehensive Planning Workshop is the capstone of the Portland State University's Master of Urban Planning program. The workshop projects are planning studies that have a practical use long after the school term is over.

This project is a part of the 1989 Comprehensive Planning Workshop, the capstone of the Graduate Urban Planning curriculum at Portland State University. The goal was to develop a regional Housing Plan for Southeast Portland. Southeast Uplift Neighborhood Coalition, a non-profit organization offering administrative and technical support to Southeast neighborhood associations and other citizen groups agreed to cooperate in this endeavor. The purpose of this report is to aid the Sullivan's Gulch neighborhood in planning for its future.The neighborhood is a diverse one, with a mix of land uses, ranging from residential to industrial. Residential densities range from single-family detached houses to high-rise apartments. There are many interests concerned with the future of Sullivan's Gulch: residents, businesses, the neighborhood association, property owners, and institutions. This report attempts to address the concerns of all these groups as, together, they are the neighborhood.

The Eliot Neighborhood Plan is the product of the Comprehensive Planning Workshop conducted by the School of Urban Affairs at Portland State University. The planning team consisted of thirteen graduate students in consultation with Professors Thomas Gihring and Sumner Sharpe.

The objectives of the plan are:

  1. To develop a policy framework which will serve as a guiding document for the future development of the neighborhood in compliance with the Portland Comprehensive Plan.
  2. To suggest implementation strategies designed to carry out the goals and policies and to resolve conflicts.
