Background and Objectives

Extreme heat is an environmental health equity concern disproportionately impacting low-income older adults and people of color. Exposure factors, such as living in rental housing and lack of air conditioning, and sensitivity factors, such as chronic disease and social isolation, increase mortality risk among older adults. Older persons face multiple barriers to adaptive heat mitigation, particularly for those living in historically temperate climates. This study measures two heat vulnerability indices to identify areas and individuals most vulnerable to extreme heat and discusses opportunities to mitigate vulnerability among older adults.

Background and Objectives

As climate change drives more frequent and intense weather events, older adults face disproportionate impacts, including having the highest mortality rates from storms, wildfires, flooding, and heat waves. State governments are critical in deploying local resources to help address climate change impacts. This policy study analyzes states’ climate adaptation plans to assess the methods through which they address the impact of climate change on older adults.

On a global and national scale mitigating food waste can seem too large to manage. Containing complexity across multiple sectors and with extended timelines for improvements, it is indeed a wicked problem, a problem which in its complexity is almost impossible to fully distinguish or address with one (or even multiple) solutions. Portland’s Dignity Village is the country’s first and longest running village, serving as a touchstone for community dialogue in Oregon around the subject of supporting people experiencing homelessness since 2000. Overview of the Program:

Portland Street Response (PSR) is a new first responder program for non-emergency calls involving people experiencing homelessness or mental health crisis. The program launched on February 16, 2021 in the Lents neighborhood in Portland, OR and operates Monday to Friday from 10 AM to 6 PM. The pilot is coordinated by Portland Fire & Rescue (PF&R), and the founding team consists of a firefighter paramedic, a licensed mental health crisis therapist, and two community health workers.

Earlier this year, PSU’s Homelessness Research & Action Collaborative used a calculator developed by the University of Arizona and estimates of how many renter households are at risk of eviction to evaluate the downstream community costs of evictions in Oregon during the pandemic. In light of the state eviction moratorium that is set to expire this month and the CDC moratorium that expires at the end of July, the center is once again looking at the number of households at risk of eviction and the downstream costs.

The Regional Supportive Housing Impact Fund (RSHIF) was launched in 2020 by a set of partners in health systems, homelessness services, business, and philanthropy. This program responded to the growing need for permanent supportive housing (PSH) for people experiencing homelessness with serious health care needs in the Portland metropolitan region. Health Share of Oregon (Health Share), an Oregon Coordinated Care Organization, is now convening RSHIF.

North/Northeast Portland has long been the heart of Portland's Black community. By 2010, the area had lost two-thirds of its Black residents to displacement. In response, the City adopted a Preference Policy that prioritizes displaced affordable rental and homeownership applicants. This report describes findings from the first phase of a study to understand what difference this policy is making in the lives of residents.

Capitalism evolved from the feudal order that preceded it, creating new forms of racial oppression that benefited an emerging ruling class [1]. Racial tensions evolve alongside economic oppression that subjugates labor to capital. The preceding racial order molds to emerging mechanisms of expropriation and exploitation by way of force and resistance. Portland State University’s Homelessness Research & Action Collaborative worked with the Joint Office of Homeless Services, Shannon Singleton, and Street Roots to survey people who are living unsheltered to better understand their needs. Because of the racial disparities that we know exist, we set out to create and administrate a survey that would also ask these questions with a focus on people of color.

Many advocates, local officials, and people experiencing homelessness agree that Portland needs a better way to respond to low-priority calls for service involving those experiencing homelessness and behavioral health crises. This report examines efforts to address homelessness in Portland through the development of a plan to dispatch the Portland Street Response unit rather than police.

The emphasis on sustainable solutions in Portland, Oregon includes developing multi-modal transportation methods. Using public transit means giving up a certain amount of control over one’s schedule and taking on a great deal of uncertainty when it comes to personal hygiene. Buses, the MAX, and the Streetcar – the cornerstones of public transit in Portland – are not equipped with toilets and rarely are their stations, while most shops and restaurants reserve toilets for patrons only. The Portland Housing Center (PHC) is a national leader in educating and creating first time homebuyers, with outreach efforts that bring diverse households to its services. However, in 2010, PHC recognized that African American customers were much less likely to buy homes, even when they received counseling. The Portland (OR) area’s African American homeownership rate was just 35% (compared to 65% for Whites) and actually declined from 2000 to 2010.
