The U.S. faces a housing choice crisis. The growing shortage of affordable rental homes and looming mismatch between the homes offered for sale by baby boomers and the homes sought by the next generation of homeowners point to a need to fundamentally reshape the extent and diversity of the nation’s housing options. Telos And Techne, Paul Knox
Journal of Comparative Urban Law and Policy
It seems reasonable to assert that the planning profession should be understood as serving society by providing vision, anticipation, innovation, and inspiration in the cause of human flourishing; that its telos is to create functional, efficient, and sustainable physical environments and to contribute to the material realization of societal aspirations of what it means to live well. But it is the techne—the appli¬cation of the field’s context-dependent armory of tactics, practices, concepts, approaches, and methods—that counts most in determining success in the cause of human flourishing. This article comments on the tensions between telos and techne in planning.

Urban planners focus on the spatial arrangements of residences, businesses, institutions, infrastructure and human-built amenities, and the market- and government-driven processes that shape these arrangements. They start with the basic supposition that these arrangements strongly affect individuals’ health, prosperity, and happiness as well as the overall level of opportunity, solidarity, and satisfaction in society. Their recommendations about changing the built environment should be guided by the norms of efficiency and equity, with the latter being framed as creating disproportionate benefits to those who are least advantaged.

By 2030 more than one in four Americans will be 65 years of age or older. What role do city planning academics and practitioners play in planning for the inevitable and increasing aging of society? I examined original research and reviewed articles published in three major planning journals, reviewed the websites of ten Planning Accreditation Board (PAB) accredited planning programs, and evaluated the websites of the American Planning Association’s divisions and special interest groups to determine how each demonstrated or portrayed the value and importance of aging issues in planning scholarship, pedagogy, and practice. Regarding the title of this paper, “The Influence of Civil Rights and Anti-Discrimination Laws on Shaping Our Transportation System”, the reverse is also true—the transportation system has helped shape the civil rights laws in the U.S. The way bus lines in the South used to be segregated is one example, and fighting this helped shape the modern Civil Rights Movement. This influence goes back to include famous cases involving segregated train cars in the 1880s. While the past 40 years has ushered in a period of improved urban real estate development and values, it has also been a time of decreased housing affordability and increased homelessness. The Agenda for Building a Changing World Responsibly needs to include improved housing assistance and affordability policies. This article outlines an agenda for housing assistance and affordability policies at both the federal and local urban jurisdiction levels. Their implementation will collectively help build a changing world responsibly.

Increasing polarization and division are the greatest challenges to the U.S. today, because they prevent cooperation in decision making about growing problems of major consequence. The related long swing in rising individualism is assessed for how it undermines common purpose. We survey the ideological divide and how it intersects with preferred urban development patterns, negotiation styles (compromise or hard line), and diverse views on mitigations for stemming the COVID-19 pandemic. An especially potent factor was rapidly changing racial projections, the reckless framing of which led to exaggerated perceptions of “demographic threat” and a widened partisan divide. Urban sprawl is a catch-all term and a scapegoat for everything that is bad about urban growth today, such as congestion, blight, monotony, and ecological destruction. In recent decades, sprawl might have attenuated as America experienced a period of urban revival even as technology made working from home (WFH) and shopping from home possible nearly anywhere. We have explored and debated together many aspects of land-use planning in our respective jurisdictions over that time, including a protracted effort in the 1990s to develop a model for impact fees for the UK planning system. The US Food System is complex and multi-layered, containing many areas for improvement. My research focuses specifically on the issue area of food waste. On a global and national scale mitigating food waste can seem too large to manage. Containing complexity across multiple sectors and with extended timelines for improvements, it is indeed a wicked problem, a problem which in its complexity is almost impossible to fully distinguish or address with one (or even multiple) solutions. Evidence exists that exposure to weather hazards, particularly in cities subject to heat island and climate change impacts, strongly affects individuals’ physical and mental health. Personal exposure to and sentiments about warm conditions can currently be expressed on social media, and recent research noted that the geotagged, time-stamped, and accessible social media databases can potentially be indicative of the public mood and health for a region. This study examined land use and crime against persons and crime against property in Las Vegas, Nevada at varying spatial levels of analysis. Using crime data provided by the Las Vegas Metropolitan Police Department and the Clark County Assessor’s office, results at the macro-level of analysis reveal that property crime rates concentrated on commercial, transportation, communication and utilities, and industrial land use, whereas violent crime concentrated at commercial, multi-residential, and civic, institutional, and recreational land use. The nation’s major metropolitan areas—those with populations exceeding 1 million, which are home to nearly six in 10 Americans—have been a focal point of the nation’s economic vibrancy, politics, and racial and ethnic diversity. The 2020 census provides an opportunity to see how they fared in the 2010-2020 decade. Unlike the previous decade, major metro areas grew more sharply than their smaller-sized counterparts, and their cities showed growth surges even in a decade when the nation’s population registered historically low growth. The implementation of decentralization should have a positive impact on regional progress. Since its implementation in 2001, decentralization in Indonesia has become deeper and wider. Using the slum settlement policy as a study approach, this study will examine the impact of decentralization and how persistent these impacts are. The estimation results using RD-DiD shows that the implementation of decentralization has a negative correlation with the arrangement of slums in the Jabodetabek area. The area of slums is 45% greater than the year before decentralization or a non-decentralized area. Thus, in the aspect of structuring the slums, it can be concluded …

The APS (Albuquerque Public Schools) Vision Zero for Youth Initiative adopts the global Vision Zero traffic safety movement’s goal of eliminating traffic fatalities and injuries to pedestrians and cyclists from vehicular crashes. The APS Vision Zero for Youth Initiative is comprised of a traffic-safety curriculum for K-8 students, an action plan that sets traffic-safety goals and progress evaluation frameworks for the school district, and a campaign to build a new culture of traffic safety for students, families, and local communities.

This study examines the causes of high and low mortgage rates in a country using panel data from 17 countries in Asia (China, Hong Kong, Indonesia, India, Japan, Singapore, South Korea, Thailand), Australia (Australia), Europe (France, Germany, Italy, Spain, United Kingdom) and America (Canada, United States) to see how conditions are in these countries and their institutional housing finance system. In much of the United States, housing options are limited while costs rise. The purpose of this report is to analyze the utility and functionality of mobile dwellings as an interim housing option to provide shelter and basic living needs on private residential lots. The policy context presented below for permitting mobile dwellings as part of the solution for growing issues of housing affordability focuses on Oregon and the Portland Metro region, but could be applicable in a variety of urban contexts.
