International Environmental Justice: Building The Natural Assets Of The World’S Poor, Krista Harper, S. Ravi Rajan

In recent years, vibrant social movements have emerged across the world to fight for environmental justice –- for more equitable access to natural resources and environmental quality, including clean air and water. In seeking to build community rights to natural assets, these initiatives seek to advance simultaneously the goals of environmental protection and poverty reduction. This paper sketches the contours of struggles for environmental justice within and among countries, and illustrates with examples primarily drawn from countries of the global South and the former Soviet bloc. Using Fuzzy Clustering Methods For Delineating Urban Housing Submarkets, Sungsoon Hwang

This study investigates whether a fuzzy clustering method is of any practical value in delineating urban housing submarkets relative to clustering methods based on classic (or crisp) set theory. A fuzzy c-means algorithm is applied to obtain fuzzy set membership degree of census tracts to housing submarkets defined within a metropolitan area. Issues of choosing algorithm parameters are discussed on the basis of applying fuzzy clustering to 85 metropolitan areas in the U.S. The comparison between results of fuzzy clustering and those of crisp set counterpart shows that fuzzy clustering yields statistically more desirable clusters.

This paper discusses the annual Elvis Revival Festival in the small town of Parkes, 350 km to the west of Sydney, in rural Australia. It explores the way in which a remote place with few economic prospects has created a tourism product, and subsequently captured national publicity, through a festival based around commemoration of the birthday of Elvis Presley, a performer who had never visited Australia, and certainly not Parkes. "Wild Capitalism" examines environmental issues in the "New Europe" of the twenty-first century. Specifically, it looks at how the meanings of "civil society" and "environment" have changed as environmentalists encounter the political and ecological realities of life after state socialism. Although environmentalism is a global social movement, environmental politics is a grassroots process in which activists creatively translate environmental issues into cultural idioms and political processes.

When a sudden on-set emergency or disaster affects a region or the whole country, communities and neighborhoods should plan for the possibility that emergency and other civic services will be disrupted and unavailable (District of Columbia 2003a, 2003b, 2004; Doyle 2004; Siskiyou County Public Health/NorCalBT.com 2004). The event may be severe enough that the routine public health surveillance and monitoring system will be disrupted or the system will not be able to provide data quickly enough to support state and local decisionmaking. This paper presents how hot spot detection methods can be extended to allow for temporal dimensions. Major concerns are how temporal dimension is incorporated into the framework of point pattern analysis, while maintaining the capability of multi-scale analysis. The study elaborates on expanding the scope of (space) K function in order to count time in the analysis. With the explicit treatment of time as well as space, K function falls into three category depending on the way space and time are controlled; (1) space K function, (2) time K function, (3) space-time K function. The Atlas and Database of Air Medical Services (ADAMS) is a web-based, password-protected, geographic information system containing data on air medical service main and satellite base helipads, communication centers, rotorwing aircraft, and major receiving hospitals for trauma in the United States. ADAMS initially was developed to provide the geographic information needed to support realtime, wireless routing of automatic crash notification (ACN) alerts from a crashed motor vehicle to the nearest air medical transport service and trauma center. It is often the case that locality boundaries are not sharply delineated in our mental maps. This paper examines the level of uncertainty involved in perceiving qualitative boundaries of urban vs. rural localities. To measure location indeterminacy of locality, we begin with modeling locality as fuzzy region or also known as egg-yolk model which is composed of core, boundary, and exterior. Suburbanization has many causes, among which is the attempt to relocate to acquire a more desirable vector of local public goods. The traditional economists' procedure for valuing public goods involves vertical aggregation of marginal willingness to pay, at a given income level. This approach is flawed by failing to recognize that individuals will not work for goods that cannot be acquired individually with higher incomes. There will be a parallel input market failure any time there is a public good output market failure, thus the `given income' of the traditional valuation method is too low. In recent years, the Seventeenth Amendment has been the subject of legal scholarship, congressional hearings and debate, Supreme Court opinions, popular press articles and commentary, state legislative efforts aimed at repeal, and activist repeal movements. To date, the literature on the effects of the Seventeenth Amendment has focused almost exclusively on the effects on the political production of legislation and competition between legislative bodies. Among coastal management programs, most states have found the question of appropriate administrative structure difficult to cope with. The dilemma of decision trade-offs caused by the dual governmental needs of "efficiency" and "representation" has led to some alternative patterns of administration. For complex issues that transcend local boundaries, the choice between trade-offs means adopting either (a) some form of consolidated bureaucracy or (b) some system of concurrent jurisdictions. Both alternatives have their inherent benefits and disadvantages but, considering the degree of environmental complexity and array of competing interests involved in coastal resource use, the most appropriate administrative form would seem …
