Climate change, understood as a statistically significant variation in the mean state of the climate or its variability, is the greatest environmental challenge of this generation (Intergovernmental Panel on Climate Change, 2001). Marshfield is already being affected by changes in the climate that will have a profound effect on the town’s economy, public health, coastal resources, natural features, water systems, and public and private infrastructure. Adaptation strategies have been widely recognized as playing an important role in improving a community’s ability to respond to climate stressors by resisting damage and recovering quickly.

Portland State University, Hatfield School of Government (PSU), and Northwest Energy Efficiency Alliance (NEEA), has formed a partnership to develop Sustainable Municipal Operations Plans that documents sustainability and energy management best practices. The goal of this partnership is to determine how a City/municipality can actively manage energy as a controllable expense by following a predetermined operation protocol. The PSU team developed a framework of best practices for sustainable municipal operations in different categories including facilities, fleet, purchasing, operations and the work environment. After identifying pilot jurisdictions, the team applied these best practices to the current operations of local governments in …

This historical review of 20 studies since the 1960s examines the influence of urban development on the thermal environment in Singapore, a fast growing tropical island city-state. Past observations are critically assessed with regard to experimental controls and station metadata. Given the availability of historical climate and developmental data spanning almost 50 years, changes in urban heat island (UHI) intensity and spatial coverage can be traced temporally. Rapid urban expansion in Singapore is clearly reflected in spatially and temporally changing air and surface temperature patterns. This practice guide was developed by the Environmental Finance Center Network (EFCN) through the Capacity Building for Sustainable Communities program funded by the US Department of Housing and Urban Development and the US Environmental Protection Agency. Through a cooperative agreement with HUD, EFCN is providing capacity building and technical assistance to recipients of grants from the federal Partnership for Sustainable Communities, an interagency collaboration that aims to help towns, cities, and regions develop in more economically, environmentally, and socially sustainable ways.

Green infrastructure is an approach for managing stormwater that uses vegetation and soils to capture and treat rainwater where it falls. Unlike single-purpose gray infrastructure, green infrastructure realizes multiple benefits at once, including flood mitigation, improved water and air quality, community beautification, provision of recreational opportunities, and energy and cost savings. This resource directory is intended to help communities design, implement, fund, and monitor green infrastructure practices and programs. Over the past 60 years, metropolitan Phoenix, Arizona, has been among the fastest-growing urban areas in the United States, and this rapid urbanization has resulted in an urban heat island (UHI) of substantial size and intensity. During this time, an uncommon amount of UHI-specific research, relative to other cities in North America, occurred within its boundaries. This review investigates the possible reasons and motivations underpinning the large body of work, as well as summarizing specific themes, approaches, and theoretical contributions arising from such study. The purpose of this project was to identify agricultural land use options and opportunities within the Serpentine–Jarrahdale and Murray Shires, with particular focus on the Palusplain wetland section. The report will contribute to the Department of Planning’s natural resource management plan for the region and guide development of regional and local planning strategies. Historically, the Palusplain was a slowly moving, interconnected, seasonal wetland system with areas of higher ground. Extensive clearing and drainage occurred in the late 1800s through to the mid-1900s to facilitate agriculture; however, agriculture has been found to be a major contributor of nutrients to the system. …

The Role Of Structural Stormwater Best Management Practices, Impervious Surfaces And Natural Factors On Base Flow In Massachusetts, Kimberly B. Klosterman

This research conducted a GIS analysis of twenty-eight sub-watersheds in Massachusetts and considered five factors which the literature suggested influenced base flow. The literature suggested a positive relation between precipitation, forest cover and base flow and a negative relationship between impervious surfaces, soil drainage class, slope and base flow. A multiple regression analysis of the sub-watershed information confirmed the literature for two factors (soil drainage class and slope) and questioned it on three factors (impervious surfaces, precipitation, and forest cover). The resulting predictive equation indicated that imperviousness and precipitation were the most significant factors affecting base flow. The first derivative …

Over the next decades, green infrastructure initiatives such as tree planting campaigns, and ecological restoration will dramatically change the species composition, species distribution and structure of urban forests across the United States. These impending changes are accompanied by a demand for urban public spaces where people can engage in practices such as gleaning, gardening, and livestock production. This article analyzes the institutional framework that undergirds efforts in Seattle, Washington to normalize the production and use of edible landscapes. We focus attention on the role of grassroots fruit gleaning groups and highlight their bridging function between Seattle's agriculture and forestry policy …
