Climate change, understood as a statistically significant variation in the mean state of the climate or its variability, is the greatest environmental challenge of this generation (Intergovernmental Panel on Climate Change, 2001). Marshfield is already being affected by changes in the climate that will have a profound effect on the town’s economy, public health, coastal resources, natural features, water systems, and public and private infrastructure. Adaptation strategies have been widely recognized as playing an important role in improving a community’s ability to respond to climate stressors by resisting damage and recovering quickly.

Utah has become an unlikely leader in regional planning through a voluntary partnership of key leaders, agencies, local government, and the general public. Given that regional planning efforts around the nation have generally evoked strong reactions from residents concerned about losing local control, the success of Envision Utah—the organization that emerged as a key driver of regional planning in Utah—in building a consensus around regional growth management holds lessons for other regions.

This report describes the outcomes of discussions with IX Center customers and stakeholders as to how the IX Center qualitatively impacts the greater Cleveland area. The results suggest that while the IX Center is perceived to be an asset by customers and stakeholders, it’s likely that the IX Center will need to develop strategies to remain competitive with similar convention centers across the country.

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the impacts of housing development on TTSD enrollment, and forecasts of district‐wide and individual school enrollments for the 2013‐14 to 2022‐23 school years. The Tigard‐Tualatin School District (TTSD) enrolled 12,341 students in Fall 2012, a decrease of 25 students (0.2 percent) from Fall 2011. This is the fourth consecutive year of K‐12 enrollment loss, but the declines of the most recent two years …

The main body of this report presents Oregon City School District (OCSD) district‐wide and individual school forecasts prepared by the Portland State University Population Research Center (PRC) for the 2012‐13 to 2021‐22 school years. The forecasts were prepared in March, 2012, before the school board’s April 16 vote to close Mt. Pleasant and King Elementary Schools and move 6th grade to middle schools. Therefore, the school forecasts represent the status quo as of March, including forecasts for the closed schools and for middle schools consisting of 7th and 8th grade only. This active, student-based organization is composed of members from the University of Oregon’s School of Architecture and Allied Arts working cooperatively with participants from the UO’s Planning, Public Policy and Management, Landscape Architecture, Geography, and Art departments. In this article three important policy questions are suggested in light of signs of recent growth of nonprofit news and the possibility of a great deal more similar growth in the future: 1) Does nonprofit news production pose a plausible solution to the economic troubles of the U.S. news industry? 2) Would industrial subsidies of nonprofits, like those for “welfare state” health and human services co-production offer a potential solution to the economic problems of the U.S. news industry? 3) Can the currently evolving internet-based system of news production by volunteer citizens be sustainable in the long run?

A Historical Review And Assessment Of Urban Heat Island Research In Singapore, Matthias Roth, Winston T. L. Chow

This historical review of 20 studies since the 1960s examines the influence of urban development on the thermal environment in Singapore, a fast growing tropical island city-state. Past observations are critically assessed with regard to experimental controls and station metadata. Given the availability of historical climate and developmental data spanning almost 50 years, changes in urban heat island (UHI) intensity and spatial coverage can be traced temporally. Rapid urban expansion in Singapore is clearly reflected in spatially and temporally changing air and surface temperature patterns. Data released in August 2012 from the U.S. Census Bureau’s Small Area Health Insurance Estimates (SAHIE) program show that Oregon continues to have one of highest rates of uninsured residents in the U.S. According to Census estimates, 639,710 or 19.7 percent of Oregonians under age 65 were without health insurance coverage in 2010. For the under-65 population, Oregon’s uninsured rate ranks as the 15^th highest rate in the country.

Compared to 2009, the 2010 data show no statistically significant change in the overall uninsured rate for Oregon. Similarly, there were no statistically significant changes for Oregon between 2009 and …

As urban agriculture grows in popularity throughout North America, vacant lots, underutilized parks, and other open spaces are becoming prime targets for food production. In many post-industrial landscapes and in neighborhoods with a high density of old housing stock, the risk of lead (Pb) contamination at such sites is raising concerns. This paper evaluates the extent to which soil Pb contamination may be an obstacle to the expansion of urban agriculture in Oakland, California. Using a combination of soil sampling at 112 sites, GIS, “hot spot” analysis, and reconstructed land use histories, the research reveals that soil Pb concentrations are …

Since 2010, New York State Governor Andrew Cuomo has closed nine state prisons for adults. For the prison towns that dot diversely rural and urban places of New York —each uniquely tied to the maintenance of mass incarceration— the closure of a state prison marks the end of an infusion of state capital constructed and construed quite explicitly as projects of economic development in the 1980's. After decades of growing corrections budgets and expanding prisons across the United States, why is New York closing prisons now? This practice guide was developed by the Environmental Finance Center Network (EFCN) through the Capacity Building for Sustainable Communities program funded by the US Department of Housing and Urban Development and the US Environmental Protection Agency. This report considers recent and historical demographic changes experienced within the County and provides forecasts from 2010 to 2035 in 5-year intervals and for years 2012 and 2032. Expected future populations that result from the most-likely demographic trends throughout Yamhill County are presented in this report. Saint-Louis, Senegal occupies a unique place among other Senegalese cities because of its history as the former colonial capital and, therefore, its profound experience with cross-cultural interactions. This study demonstrates how an urban identity predicated on coexistence is cultivated. Through interviews with Saint-Louisien residents and urban technicians, a metropolitan image is herein illustrated. Included in that image are specific sites of appropriation and the dreams of a utopian future, highlighting the continued dynamism among the architectures of a colonial past.

This study investigates children’s perspectives on how they experience their everyday walks through a city neighbourhood in Dublin, Ireland. Of particular interest in this research are the children’s views on the urban public realm which they traverse daily on their walks to school and various other destinations.
