In many middle income countries throughout the world, yet particularly in Asia, public markets face pressure from the simultaneous forces of globalization, commercialization, and urbanization. One such country is Vietnam due to its rapid rates of urban growth since opening its doors to the global economy in 1986. In Hanoi, public markets face particularly intense pressure because the Hanoi People Committee’s Market Redevelopment Plan is systemically redeveloping its traditional fresh markets into commercial centers and building supermarkets and hypermarkets throughout the city. Singapore has developed a unique housing system, with three-quarters of its housing stock built by the Housing & Development Board (HDB) and homeownership financed through Central Provident Fund (CPF) savings. As a result, the country’s homeownership rate of 90% is one of the highest among market economies. At different stages of its economic development, the Government of Singapore was faced with a different set of housing problems. An integrated land–housing supply and financing framework was established in the 1960s to solve the severe housing shortage. Effectiveness, Earmarking, And Labeling: Testing The Acceptability Of Carbon Taxes With Survey Data, Andrea Barranzini, Stefano Carattini

This paper analyzes the drivers of carbon taxes acceptability with survey data and a randomized labeling treatment. Based on a sample of more than 300
individuals, it assesses the effect on acceptability of specific policy designs and individuals’ perceptions of carbon taxes advantages and disadvantages. We find that the lack of perception of primary and ancillary benefits is one of the main barriers to the acceptability of carbon taxes. In addition, policy design matters for acceptability and in particular earmarking fiscal revenues for environmental purposes can lead to larger support. Towards The Creation Of A Horse Park In The Commonwealth Of Massachusetts: A Feasibility Study, Henry Renski, John R. Mullin, Jonathan G. Cooper

This study finds that the development of a Massachusetts Model horse park represents a significant economic opportunity for the Commonwealth. Capital costs are not expected to exceed $150 million. The annual economic impact is expected to approach $99 million and lead to the creation of more than 950 jobs throughout Massachusetts. Economic activity resulting from the facility’s development would also generate an additional $5 million in state and local tax revenues per year.

Articulating the goals of economic development and defining quality of life has drawn the attention of influential thinkers from Socrates to Sen. Attempts to quantify and compare economies as they pertain to these concepts have largely focused on the macroeconomy. In this study, the Metropolitan Development Index is created to measure development and quality of life in large, urban areas in the United States. The researchers then test the sensitivity of city rankings to the data used in constructing the index. In a time when Americans are waking up to the health consequences of consuming fast food, researchers have discovered that fast food restaurants seem to be located in greater concentrations near primary or secondary schools. While this phenomenon affects the food environments of some children and carries implications as to their short term and long term health (which has also been well researched), this paper focuses primarily on fast food restaurants that are within walking distance of schools. Recent proceedings involving large municipalities such as Detroit, Stockton, and Vallejo illustrate both the utility and the limitations of using the Bankruptcy Code to adjust municipal debt. In this article, we contend that, to truly resolve the distress of a substantial city, municipal bankruptcy needs to do more than simply provide immediate debt relief. Debt adjustment alone does nothing to remedy the fragmented decision-making and incentives for expanding municipal budgets that underlie municipal distress. Unless bankruptcy also addresses governance dysfunction, the city may slide right back into financial crisis. Governance restructuring has long been an essential element of corporate bankruptcy. …

Although the spatial structure of employment in large US metropolitan regions is a well-researched topic, few studies focus on medium-sized and small US metropolitan regions. Consequently, there is no overall typology relating small-to-medium urban form to employment distribution. We address this gap by investigating the spatial structure of employment in 356 metropolitan regions. We conceptualize six typologies based on three categories that have overlapping properties: “monocentricity,” “polycentricity,” and “generalized dispersion.” The study has three main findings. First, the three types of urban form that we identify as “hybrid” outnumber the three “pure” types by almost four to one. Second, job …

The story behind the move toward marijuana’s legality is a story of disruptive forces to the incumbent legal and physical landscape. It affects incumbent markets, incumbent places, the incumbent regulatory structure, and the legal system in general which must mediate the battles involving the push for relaxation of illegality and adaptation to accepting new marijuana-related land uses, against efforts toward entrenchment, resilience, and resistance to that disruption.

This Article is entirely agnostic on the issue of whether we should or should not decriminalize, legalize, or otherwise increase legal tolerance for marijuana or any other drugs. Nonetheless, we must grapple with …
