A region's workforce has been described as its greatest asset. Guided by human capital theory and new growth theory, regions have pursued economic development policies to increase the number of college-educated workers and expand the pool of STEM -- science, technology, engineering, and math -- talent. Academic literature and policy interventions have focused on a region's human capital in terms of educational attainment instead of a more fine-grained definition of human capital based on skills and competencies. This dissertation integrates economic and business theory and combines three federal databases to explore regional human capital assets. Findings suggest that policymakers may …

The United States (US) witnessed remarkable growth in annual long distance travel over the past few decades. Over half of the long distance travel in the US is made for pleasure, including visiting friends and relatives (VFR) and leisure activities. This trend could continue with increased use of information and communication technologies for socialization, and enhanced mobility being achieved using fuel-efficient (electric/hybrid) and technology enhanced vehicles. Despite these developments, and recent interest to implement alternate mass transit options to serve this market, not much exists on the measurement, analysis and modeling of long distance pleasure travel in the U.S.

Cointegration Of Matched Home Purchases And Rental Price Indexes: Evidence From Singapore, Badi H. Baltagi, Jing Li

This paper exploits the homogeneity feature of the Singapore private residential condominium market and constructs matched home purchase price and rental price series using the repeated sales method. These matched series allow us to conduct time series analysis to examine the long-term present value relationship in the housing market. Three key findings are obtained. First, we fail to establish a cointegrating relationship between the home purchase price and rental price based on nationally estimated indexes. Second, area-specific indexes demonstrate strong cross-correlations, invalidating the use of first generation panel unit root tests that ignore these cross-correlations. Tax Incentives And Housing Investment In Low-Income Neighborhoods, Matthew Freedman

This paper examines how tax incentives to promote housing investment affect communities by exploiting the lottery structure of Missouri’s Neighborhood Preservation Act (NPA). The NPA offers tax credits to homeowners and developers that improve or expand the owner-occupied housing stock in low-income areas. Taking advantage of the random assignment of NPA tax credits and detailed property-level data, I find that the program increases construction activity modestly. There are positive but highly localized spillovers on neighbors’ investment behavior. Spillovers on property values are larger in geographic scope, implying important roles for both neighbor interactions and amenity effects in local housing markets.

A review of the history of housing in Ireland shows that owner occupancy and social housing were policy choices by successive governments. Owner occupancy was heavily supported through a system of grants and tax breaks and social housing was directly provided through local authorities at subsidised rents. In recent years policy has changed and tenure neutrality is now guiding the government’s attitude to housing. This is a significant change which has not been sufficiently discussed and has consequences which are not appreciated. This project examines the politics of representation in The Ruins of Detroit, a book of photography by Yves Marchand and Romaine Meffre in order to understand Detroit as a privileged site of ruins photography, critically referred to as ruin porn. Examining the book as a representation of Detroit's decay reveals an implicit power dynamic which neglects Detroit's complex history and the lived experience of its residents. This thesis compares and explains the advantages aquaponics farming has over modern industrial intensive farming. Through a comparison natural capital usage, conservation, recycling and cost, the thesis advocates for the expansion of aquaponics usage in urban settings. The thesis also explains the history of intensive farming and aquaponics in America, the science of how aquaponics operates, the economic and environmental costs of modern intensive farming versus aquaponics farming, and the social implications of aquaponics. The Living Cities Integration Initiative (TII) began in 2011 as a three-year program to accelerate local initiatives promoting greater economic inclusion in five cities across the country. In Cleveland, Ohio, the TII was known as the Greater University Circle (GUC) Community Wealth Building Initiative and was part of the more comprehensive Greater University Circle Initiative (GUCI) between 2011 and 2013. The GUCI began in 2005 and will continue beyond TII. This report will refer to the three-year Living Cities program as the GUCI/TII. This study seeks to understand the differences in post-industrial redevelopment among the cities of Buffalo, Cleveland, and Pittsburgh. Part of the so-called "rust belt," these three cities experienced industrial decline from the 1960s through the 1980s, largely as a result of the economic globalization of heavy industry. Intensive manufacturing and output had come to a screeching halt, unemployment skyrocketed, outmigration ensued, and each metropolitan area faced formidable challenges to convert to service-oriented industries. Fiscal decentralization in Indonesia is expected to improve efficiency of local government and further drive economic growth in the regions. This research studies correlation between the efficiency of the local government expenditure and the economic growth in West Java and North Sumatera. The analysis is divided into two stages. First, expenditure efficiency is measured by using Data Envelopment Analysis (DEA) method. In the second stage, regression analysis is conducted to estimate impacts of the local governments’ efficiency scores and other determinants on the regional economic growth. The purpose of this study was to analyze the effect of the income structure of Islamic banking to Islamic banking business risk in Indonesia. The results showed that the average level of business risk in Indonesia with 11 samples of Islamic banking are listed on the Stock Exchange in 2011 to 2013, shows the average value of 7.49% with a range of 1% to 23.5% with a standard value his deviation of 7.7%. This Guide Book estimates the socioeconomic impacts of the Pilgrim Nuclear Power Station (“Pilgrim Station”) on the Town of Plymouth, the Old Colony Planning Council (OCPC), and neighboring cities and towns. It does not endorse any perspective for or against nuclear power, focusing only on the impacts of Pilgrim Station’s operations and the impacts of decommissioning should it occur. The plant’s direct impacts are identified first, followed by estimates of secondary impacts that come from the business and household spending caused by Pilgrim Station’s expenditures. Peer review is a necessary process with a long history of complaints, including over-solicitation of a small number of reviewers, delays, inadequate numbers of reviewers, and a lack of incentives to provide strong reviews or avoid reviews with little helpful information for the author. In the era of Web-based distribution of research, through working paper or project reports, anonymous peer reviews are much less likely. The Journal of Ocean and Coastal Economics will use signed peer reviews and an open communication process among authors, reviewers, and editors. The purpose of this exploratory study is to attempt to identify particular public policies which have the potential to increase the economic viability of smaller metropolitan areas and cities. We identify characteristics associated with smaller metro areas that performed better-than-expected (winners) and worse-than-expected (losers) during the 1990s, given their resources, industrial mix, and location as of 1990. Once these characteristics have been identified, we look for evidence that public policy choices may have promoted and enhanced a metro area's ability to succeed and to regain control of its own economic destiny. The federal government should focus its policies towards economic development on areas in which the federal government has some unique advantages. Federal policy should: (1) discourage financial subsidies to specific large firms by state and local governments; (2) expand the federal role in economic development services in which national action has some special advantages, such as developing information on foreign markets, encouraging large national banks to be more involved in economic development, supporting the development of the "Information Superhighway," and encouraging new technology development; (3) provide modest support for state and local efforts to increase business productivity through technology extension …

Inner-city business development is often proposed as a solution to inner-city poverty. However, research evidence suggests that creating new jobs in the inner city is unlikely by itself to significantly increase the employment or earnings of the inner city poor. Public subsidies for inner city business development may be justified by greater environmental, congestion, and fiscal benefits of inner city vs. suburban business location decisions. This review essay debates the policy issues raised by the book Retooling for Growth: Building a 21st Century Economy in America's Older Industrial Areas, edited by Richard M. McGahey and Jennifer S. Vey (Brookings Institution Press, 2008). I argue that the main rationale for adopting policies to revitalize older industrial cities is to improve the per capita earnings of urban residents. Therefore, urban economic development policy should be seen as urban labor market policy. Urban labor markets are characterized by the spatial proximity of households and businesses, which offers firms and workers advantages that lead to more efficient markets, enhanced productivity, and greater economic success. Nevertheless, the nation's city, while generating a large proportion of the nation's wealth, houses much of the nation's economic disadvantaged workers. This paper describes the current conditions of urban labor markets and outlines a national urban policy agenda that addresses these concerns by taking into account cities' spatial dimension.
