APRI staff provided research support to the Ohio Federal Military Jobs Commission as they met and developed their final report on strengthening the state's federal military jobs sector. APRI primarily provided research and authorship for Chapter 3 of the report, titled Expand Small Business Federal Contracting. Chapter 3 discusses the strategy to enhance communication and collaboration among State entities in order to create statewide response to the federal initiatives that make contracts available to small business and veteran-owned businesses. Walk through the streets of New York and at some point you’ll inevitably pass by a wafting smell of garbage, but residents of North Brooklyn are handling more than their share of the smelly load and they’re tired of getting dumped on.

A newly formed coalition of neighbors and environmental activists has begun a turf war against Brooklyn Transfer LLC, a waste transfer station located on Thames Street in East Williamsburg, which handles private commercial waste through ­­­­­­­­­­­­­Five Star Carting.

Trash may not be treasure, but it can be groceries. The United States Department of Agriculture and Environmental Protection Agency announced plans this year to halve food waste by 2030, but dumpster divers - also known as freegans - have been eating away at food waste for decades. Cutting down on organic waste can help feed the hungry, save money and minimize the environmental impact of rotting food in landfills. Many individuals, private groups and the New York City government are all working to cut down on organic waste.

A considerable number of quantitative analyses have been conducted in the past several decades that demonstrate the existence of racial and socioeconomic disparities in the distribution of a wide variety of environmental hazards. The vast majority of these have been cross-sectional, snapshot studies employing data on hazardous facilities and population characteristics at only one point in time. Although some limited hypotheses can be tested with cross-sectional data, fully understanding how present-day disparities come about requires longitudinal analyses that examine the demographic characteristics of sites at the time of facility siting and track demographic changes after siting. This study investigates the Louisiana 2012 Coastal Master Plan’s ability to reconcile conflicting economic and ecological demands on coastal resources. The Louisiana Coastal Master Plan was unique in combining flood control and coastal restoration under one authority. However, the objectives of flood control and coastal restoration can be in conflict. The plan was also unique in its approach of restoration from a working coast perspective. Cities depend on safe and efficient goods movement to support community livability and a healthy economy. However, delivery of goods in an urban environment presents a tremendous challenge. Traditional motorized vehicles used for goods movement – ranging from cargo vans to box trucks - are inherently incompatible with (1) the multimodal street environments of modern cities, with clean, quiet conditions preferred by residents, and (2) larger environmental sustainability goals. This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for the Tigard‐Tualatin School District (TTSD). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the impacts of housing development on TTSD enrollment, and forecasts of district‐wide and individual school enrollments for the 2016‐17 to 2025‐26 school years.

Urbanization is rapidly increasing as human population growth steadily grows, but there is little consensus of the ecological consequence of this population shift and almost no information of the evolutionary consequences for local biodiversity. Nearly two-thirds of the world’s population will live in city centers by 2050 with profound impacts on landscapes that can act as important agents of selection. In this report, we present research that measures the outcomes of TOD areas in relation to their metropolitan area controls with respect to (1) jobs by sector; (2) housing choice for household types based on key demographic characteristics; (3) housing affordability based on transportation costs; and (4) job-worker balance as a measure of accessibility. Prior literature has not systematically evaluated TOD outcomes in these respects with respect to light rail transit (LRT), commuter rail transit (CRT), bus rapid transit (BRT), and streetcar transit (SCT) systems. Municipalities largely rely upon property taxes to fund their operations. They also have a great deal of control over the types of developments permitted within their jurisdiction. Different development types have different levels of value and it is important that municipalities understand the relative values of each development type in order to make an informed decision as to what they should permit to be built within their jurisdiction. Urban public-private collaborations promoting large-scale tourist events are increasingly common. The incentive to collaborate, for urban policy-makers, is the perception of the opportunity for economic development, and yet little is known about factors contributing to the sustainability of such urban cross-sector collaborations. The dissertation accomplishes three objectives. First, it combines resource dependence theory (RDT) and goal congruence theory (GCT) to extend our understanding of how collaborating organizations align their respective organizational goals and manage their interdependencies in complex, urban, inter-sectoral, environments. As the government grapples with establishing a worthwhile housing policy, it would do well to remember that affordability is key. As companies increasingly choose to locate in or near cities, and people followjobs, most of Ireland’s housing needs will be in the greater Dublin area. In 2015, about half the population lives on just 20% of Ireland’s surface area, but by 2030 nearly half the nation will be living on just 10% of the land. Figures vary but the Dublin area will need 8,000-10,000 housing units per year.

Green Infrastructure (GI) is an increasingly popular means of dealing with flooding and water quality issues worldwide. This study examines public perceptions of, and behaviour around, bioswales, which are a popular GI facility in the United States. Bioswales are highly visible interventions requiring support from residents and policy-makers to be implemented and maintained appropriately. To understand how the residents’ perceptions and attitudes might develop over time, we interviewed residents of Portland, Oregon, living near bioswales installed 1–2, 4–5 and 8–9 years ago, to determine awareness, understanding, and opinions about the devices. Largely because water resource planning in the U.S. has been separated from land-use planning, opportunities for explicitly linking planning policies to water availability remain unexamined. The pressing need for better coordination between land-use planning and water management is amplified by changes in the global climate, which will place even greater importance on managing water supplies and demands than in the past. This article considers the extent to which the legal framework for making land use decisions in Singapore allows for public participation. It examines the issue from two angles: the creation and preservation of the built environment, and the transient use of public space. The first angle is discussed primarily from a heritage law viewpoint, focusing on planning law, compulsory acquisition law, and the legal regime for creating national monuments. Urban renewal programs that applied large-scale removal of community urban space and structures, have a long history of differential impact to its community members. These effects persist. Furthermore, current redevelopment projects continue to negatively adjust the landscapes for African Americans. Most research on these impacts tends to focus on the economic failure of downtown, or the displacement of community structures, such as businesses, homes, and churches. Less is studied on the human experience before and after the change. Superstorm Sandy, the 2008 Iowa floods, and Hurricanes Katrina and Rita all supply recent reminders that U.S. cities can no longer adopt an ad hoc approach to threats presented by climate change and natural hazards. The stories detailing long-term recovery from these disasters underscore that federal, state, and local governments are struggling to appreciate the legal tools and institutions necessary to implement the large-scale infrastructure, housing, and community development programs that climate change and more frequent natural disasters demand. Cleveland State University’s Office of Civic Engagement, through an Engaged Learning Enhancement Grant, funded a pilot demonstration project to evaluate the use of community mapping for assisting with community assessments of neighborhood issues in a west side neighborhood of Cleveland. The project used neighborhood residents to collect and map data on a variety of neighborhood issues, specifically dilapidated buildings, potentially dangerous dogs, pot holes, broken sidewalks, offensive graffiti, trash in vacant lots, dead trees, and more.

The pilot project educated the participants about neighborhood issues, while providing the community with documentation on issues that can be presented to council representatives …

A region's workforce has been described as its greatest asset. Guided by human capital theory and new growth theory, regions have pursued economic development policies to increase the number of college-educated workers and expand the pool of STEM -- science, technology, engineering, and math -- talent. Academic literature and policy interventions have focused on a region's human capital in terms of educational attainment instead of a more fine-grained definition of human capital based on skills and competencies.
