There is a persistent need for improved tools and techniques to facilitate public involvement in transportation decision making. Despite continuous improvements in increasing public involvement at all phases of transportation decision making, transportation agencies are still seeking more affordable, accessible, and effective means of communicating with a wide range of stakeholders. The report documents a survey of a wide variety of transportation agencies on their use of interactive 3-D visualization for public involvement using an electronic survey. Supplemental qualitative data was generated through telephone interviews with selected survey participants. It concludes with three case studies illustrating applications of interactive 3-D …

Shifting Baselines and New Meridians: Water, Resources, Landscapes, and the Transformation of the American West (Summer Conference, June 4-6)

The Center’s 29th annual conference will focus on the changes in the West resulting from rapid population growth, development, disrupted historical weather patterns and the effects of those changes on land, water, and energy resources. Speakers and panelists will address the adaptability of the legal and political institutions and how the transformation of the West may foreshadow fundamental changes to these institutions.

Amherst Ma: A New Village Plan For Atkins Corner, Maggie Jones, Richard Barringer

The case study describes a successful smart growth initiative in the town of Amherst, Massachusetts, at an intersection known as Atkins Corner. The initiative grew from two motivating factors: the necessity of realigning Route 116, a major north-to-south artery through the town, to decrease traffic accidents at the intersection and improve pedestrian safety; and a desire on the part of Hampshire College and the Town to create a village center at the intersection. Through a consensus-building process involving key town officials, Hampshire College, neighbors, and the design firm of Dodson Associates, agreement on the project was reached with local stakeholders …

Community-based organizations (CBOs) today seek improved capacity to address environmental problems in urban neighbourhoods. Many seek access to information technologies such as the Internet and Geographic Information Systems (GIS) to expand information about their neighbourhood's environmental quality to support their planning and service efforts. Experience with the Internet has been bolstered somewhat by programmes to create community networks. This experience and experience with GIS in planning at the municipal and state levels reveals a set of technical, organizational and personal prerequisites that bolster successful and effective adoption of information technologies. Rural areas have been experiencing a transition in their economic and social structure. Traditional industries such as agriculture, manufacturing, and resource extraction have been declining. The result has been a displacement of labor in rural areas and instability within rural economies. Upwards of three quarters of rural counties have experienced outmigration in the last decade. Per capita income in rural areas is only two-thirds that of their urban counterparts, and rural poverty rates exceed those in urban areas. "When the Rhode Island Comprehensive Planning and Land Use Regulation Act was passed by the General Assembly in 1988, the state became one of a handful of states that sought to bring order out of the chaos of development. The results of that legislation are slowly starting to emerge.

The original law stipulated that by the end of 1990, each city and town would file with the state a comprehensive plan which addressed nine elements. Subject to state approval to ensure compatibility with state goals and policies, the plans will allow communities to better deal with problems related to growth."

"The problem of fire was very real to the early settlers of this country. For this reason, in 1626, it was decreed that thatched roofs on houses no longer would be allowed in the Plymouth Colony. Early New York, in 1648, stipulated that wooden chimenys no longer could be built on houses. These were early attempts at control over individuals by the community, in this case, for fire protection.
