In 2022, American lobster (Homarus americanus) and softshell clam (Mya arenaria) harvests contributed $283 million to Downeast Maine’s economy, employing thousands of harvesters. Harvesting is grueling work. Pain from work-related injuries precedes most opioid deaths, and workers in fisheries are disproportionately at risk. Harvesters are typically self-employed and often uninsured or underinsured, complicating access to care. Prior studies have focused on injury risk or drug use among harvesters without revealing how injury, pain and substance use intertwine with cultural, social and regulatory factors. This study examined the socio-ecologically embedded injury/ pain/ substance use process with surveys of harvesters (n=106) and …

The problem of workforce development in Maine has become acute. An important factor for understanding the issue of workforce development, in Maine and nationally, is rising economic inequality. High inequality impedes the working of labor markets, and over time, reduces opportunity and mobility. In Maine, as elsewhere, income gaps have widened between rich and poor while the middle class has been shrinking. Moreover, the gap between high-income and low-income counties has been growing. Meantime, many good-paying jobs are going unfilled. Comprehensive institutional solutions can help overcome these problems by matching supply and demand in the labor market, but they are …

Reflecting On Maine’S Changing Productive Coastal Region, Teresa R. Johnson
Maine Policy Review
This article reflects on Maine’s changing coastal region and blue economy. Much of Maine’s coastal economy is now considered to be overly dependent on a single commercial fishery, the iconic Maine lobster fishery. Marine aquaculture has grown in the last 10 years, with expansion expected both on land and sea. Marine renewable energy is also an emerging use but remains a frontier. These changes have been exacerbated by demographic changes characterized by youth out- and amenity migration. As community demographics and coastal uses continue to change following the region’s postproductive transition, policymakers must be proactive in considering potential conflicts emerging …

Mobilization In Response To Workplaceharassment: Lessons From One University Setting, Amy Blackstone, Susan K. Gardner
Rising Tide Faculty Scholarship
We examine experiences of and responses to harassment in one university setting. Data come from a 2011 survey of 338 faculty at a mid-sized land grant university (LGU). While rates of harassment at LGU do not vary considerably from those found elsewhere, rates of mobilization in response to harassment differ quite dramatically from those found in prior studies. Nearly all (97.8%) of those who experienced harassment reported having spoken with someone about their experience, be it human resources, a union representative, a family member, a friend, or some other source of support. Grassroots Diplomacy And Vernacular Law: The Discourse Of Food Sovereignty In Maine, John Welton
Electronic Theses and Dissertations
This thesis studies the discourse of food sovereignty in Maine, a coalition of small-scale farmers, consumers, and citizens building an alternative food system based on a distributed form of production, processing, selling, purchasing, and consumption. This distribution occurs at the municipal level through the enactment of ordinances. Using critical-rhetorical field methods, I argue that the discourse of food sovereignty in Maine develops a ‘constitutive’ rhetoric that composes rural society through affective relationships. Advocates engage the industrial food system to both expose its systemic bias against small-scale farming and construct their own discourse of belonging. Based upon agrarian values such as …

Since our last report, after having completed a comprehensive needs assessment, we completed an in depth study of the legal framework related to fisheries and aquaculture tourism, including issues related to liability and insurance, vessel and personnel requirements, permitting and licensing, and business models and contracting. This initial research was conducted in partnership with Roger Williams School of Law and Rhode Island Sea Grant who advised law student Scott Gunst in this legal research. The project team then translated the 100 page legal memo into a series of 10 factsheets on the above topics (as well as three new ones …
