If countries hosting refugees want to build resiliency and reduce dependency on foreign relief, humanitarian response and local development need to be addressed simultaneously, and collaboration at all levels of stakeholders needs to take place in planning and decision making. Additionally, innovation and strong leadership are strong factors in creating and leading new ideas as funding and world leadership dynamics change, especially with traditional leaders such as the US and the UN losing influence. While the Democratic Republic of the Congo (DRC) has managed to achieve a greater level of stability more than a decade after finding itself at the center of “Africa’s World War,” the Eastern region of the country continues to face insecurity developments as poorly controlled domestic and foreign armed groups have undermined attempts to secure peace in the region since the end of the Rwandan genocide. Sexual violence has been used as a tool to humiliate, dominate, terrorize, displace, and control civilian populations. On April 27, 2011 the first community base of Salavador was installed in the neighborhood of Calabar representing a new model of policing focusing more on prevention rather than repression. Before the arrival of the base, Calabar was a community where many feared to enter. Constant shootings between rival gangs and sporadic police invasions made it a dangerous places to live in. Since the implantation of the base a new era for the community has begun and people can now walk up and down the streets of their neighborhood freely without fear of being struck by stray bullets. In any given year in the United States of America at least 100,000 domestic youth are sexually exploited through the commercial sex industry. Current national and state laws do not adequately protect these children from being groomed, pimped, and exploited over and over again in their young lives. A majority of these children are trafficked from, into or within the nation’s most populated state of California. In 2003 the FBI identified three of the country’s 13 high-‐intensity child sex trafficking cities as being in California.
