Regulation Of Recreational Marijuana In Small Cities And Counties In Colorado, Katherine Nesse, Colin Victory

In November 2016 the number of states where recreational marijuana sales are legal increased to eight. Thousands of cities and counties are now on the front lines of regulating these new land uses. Local governments in Colorado, the first state to implement recreational marijuana legalization, are models for jurisdictions in other states. We study counties and municipalities in the eight micropolitan statistical areas in Colorado to learn how they regulate recreational marijuana businesses. We reviewed codes, ordinances, and other documents of 43 local governments and interviewed planners in a third of these jurisdictions. These places were purposefully selected and reflect …

From Land Grab To Agrarian Transition? Hybrid Trajectories Of Accumulation And Environmental Change On The Cambodia–Vietnam Border, Timothy Gorman, Alice Beban

In recent years, thousands of Vietnamese migrant farmers have crossed the border into Cambodia and leased land for export-oriented rice and shrimp production. Based on case studies in two Cambodian border provinces, we argue that these land transfers represent an intersection of broader processes of agrarian change that is re-shaping the Cambodian borderlands into a hybrid socio-ecological zone. Cambodian landlords and intermediaries use unequal access to politico-legal authority and the exclusionary power of the border to leverage control over their migrant tenants, thereby capturing a significant portion of the surplus from the migrants’ high-value commodity production systems and potentially creating …

In recent years, consumers in the United States have been confronted by no fewer than four competing fair-trade labels, each grounded in a separate certification system and widely differing standards. This fracturing is partly a response to the recent split by the U.S. certifier Fair Trade USA from the international fair trade system, but also illustrates longstanding divisions within the fair trade movement. Providing Rural Public Services Through Land Commodification: Policy Innovations And Rural-Urban Integration In Chengdu, Qian Forrest Zhang, Jianling Wu

Zhang and Wu offer a detailed account of the innovative local policies in Chengdu, China, where a national land-use policy that has created widespread problems in other trial areas has been turned into a positive, transformative force in rural reconstruction. There are three key innovations in this so-called ‘Chengdu model’: First, leveraging on the most important resource in rural area, land, and through the commodification of land development rights, creating a financial source that can fund rural public services provision; second, transforming traditional rural residential patterns and concentrating the rural population in newly built residential communities; and, finally, using both …

The region of Alaotra Mangoro in central Madagascar is one of the country’s focal points for the development of the dairy industry. The Coopération Décentralisée, a partnership between Alaotra Mangoro and the French department Ille et Vilaine, has since 2007 been offering and subsidizing artificial insemination (AI) services for increased dairy production and the amelioration of local breeds. The program benefits about 150 local dairy farmers, who have noted a significantly higher level of production than those farmers who have chosen to continue using natural service to inseminate their cattle. In a possible sign of a new trend in Southeast Asia, economic pressures are driving smallholder shrimp farmers from Vietnam's Mekong Delta across the Cambodian border in search of new land. Building from ethnographic research with Vietnamese shrimp farmers in Kampot province, Cambodia, this paper explores the structures, mechanisms, and relations that facilitate and impede the ability of Vietnamese migrants to gain and maintain access to land in Cambodia. Most rural Nebraskans use their cell phone to access the Internet. Certain groups are more likely than others to use mobile/cellular Internet service: rural Nebraskans with the highest household incomes, who are younger, married, with higher education levels and with management or professional occupations.
Overall, most rural Nebraskans using mobile/cellular Internet service are satisfied with their service. Furthermore, most rural Nebraskans are satisfied with the reliability, speed, customer service, and coverage of their mobile Internet service. However, most rural Nebraskans using mobile Internet service are dissatisfied with the price of their service.

The final project for the Rural Civic Action Project is to create a poster that includes the Community Capital Mapping activity (CCMA; Keith & Kinsey, 2013). The Community Capital Maps provide an opportunity to evaluate the impact of the projects from the participants’ perspective. Fellows should include one map on their poster: the center of the map should be “Engaging in the Rural Civic Action Program. Also included on the poster is a narrative describing the map.

At first blush, contemporary China seems ripe for the rapid development of agricultural cooperatives. After all, cooperatives have not only enjoyed a long history in China, but the country’s recent experience with agricultural communes should make it more amenable to the reestablishment of joint production and spontaneous bottom-up cooperation. Agricultural cooperatives in China date to the 1930s, as Rural Reconstruction Movement advocates promoted cooperatives as a “third road” between capitalism and socialism. Although Mao’s regime disbanded most bottom-up cooperatives, rural cooperatives began to reemerge in rural China by the end of the 20th century, particularly after 1998, when farmer cooperatives …

The state of Sikkim in northeastern India is a place imbued with a sense of mystery. It is partially this spirit, as well as its pristine Himalayan landscapes and vibrant cultural diversity, that has established Sikkim as a major tourist destination in the region. In the Northern district of the state, the Dzongu reserve is inhabited by the indigenous Lepcha group, who hold the status of “Most Primitive Tribe”. Social networks influence health behavior and health status. Within social networks, “key players” often influence those around them, particularly in traditionally underserved areas like the Appalachian region in the USA. From a total sample of 787 Appalachian residents, we identified and interviewed 10 key players in complex networks, asking them what comprises a key player, their role in their network and community, and ideas to overcome and increase colorectal cancer (CRC) screening. Key players emphasized their communication skills, resourcefulness, and special occupational and educational status in the community. Rural Nebraskans continue to feel positive about their current situation. Just over one-half (52%) of rural Nebraskans believe they are better off than they were five years ago (holding steady from 53% last year, the highest proportion in all 21 years of this study, tied in 2008). And, rural Nebraskans’ outlook on their future continues to be optimistic. Almost one-half of rural Nebraskans (46%) believe they will be better off ten years from now. In addition, most rural Nebraskans disagree that people are powerless to control their own lives. This year, 55 percent strongly disagree or disagree with that statement. …

The factsheet provides a detailed picture of use of family planning and other socioeconomic indicators. It covers consumers’ perspectives on barriers to use of family planning noting the lack of information among men and women, especially migrants; problems of access among poor rural women; and difficulty in affording services, among poor couples. The factsheet concludes with a chart listing district-specific donors, projects, and implementing partners.
