Driving is related to our identity and independence as well as allowing us to get needed goods, services, and social opportunities that enrich daily life. Yet with increasing age, the risk for developing threats to medical fitness to drive increases. Massachusetts policy makers decided to go beyond existing ARRA federal reporting requirements and collect additional data in order to gauge the effectiveness of ARRA’s fiscal policy by counting the number of individuals who have received an ARRA-funded paycheck. In addition, policy makers wanted to look at some of the demographic characteristics of this population. This report provides an in-depth analysis of the data that the MA Recovery Office collected during the first and second quarters of 2010, with a particular focus on job creation and retention by race, ethnicity, gender, disability status, and geographic location. Last week the Massachusetts Legislature produced redistricting legislation that will forever change the direction of state politics for blacks, Latinos and Asians. By this time next year, the number of state house elected officials of color can increase by 100 percent, from 10 to 20 members. And communities of color will be well positioned to elect a person of color to the U.S. House of Representatives for the first time in the history of the state.

The Institute of Medicine identified access to healthcare and race-based discrimination as important barriers to quality healthcare that contributes to health disparities. This study (1) describes African-American veterans' perceptions of healthcare services and perceived discrimination in healthcare and (2) investigates the relationship between perceived discrimination and patient perceptions of care, satisfaction with healthcare, and health status. A convenience sample of 141 African-American veterans in Boston completed surveys from May to June 2006. Respondents reported an average of 16 lifetime experiences of discrimination and over half recalled a situation when they experienced discrimination in healthcare. The research reported in this article tests the hypothesis that the relationship between the public fiscal commitment to policing and minority group size is not the same in small cities as it is in large cities. The results of a comparison of all cities in the United States that were greater than 50,000 in population in 1970 with those that were between 25,000-50,000 at that time indicates that the impact of the relative size of the black population on social control efforts differs in both strength and form in the two subpopulations. Racial income inequality has long been viewed as an indicator of discrimination against blacks and as reflective of their subordinate group status in the United States. Researchers have tried to isolate the structural, demographic, and geo- graphic catalysts of discrimination and, hence, of racial income inequality in U.S. urban areas. Much attention has been paid to the influence of minority group presence-that is, percent black-on income inequality. In population health research, it is important to consider socioecological perspectives that include cultural attitudes and beliefs which permeate all levels (intrapersonal, interpersonal, institutional/community, and structural/ policy). Given the specificity of target populations centered on identity – ethnic and others – it is appropriate and warranted to centralize cultural studies theories into health determinant investigations. The Shanti Sena “Peace Center” And The Non-Policing Of An Anarchist Temporary Autonomous Zone: Rainbow Family Peacekeeping Strategies, Michael I. Niman Ph.D.

This article utilizes ethnographic methods and government documents to examine the self-policing and peacekeeping strategies of the Rainbow Family, a nonviolent acephalous intentional community that holds massive weeklong gatherings around the globe. It is a case study that examines the efficacy of these methods, comparing them to those traditional police agencies employ under similar conditions. It contextualizes these strategies by examining other utopian and anarchist communities and movements such as Critical Mass bike rides. This study demonstrates how smiling, chanting, listening, social pressure, and social capital all play into forming a more effective and less violent approach toward peacekeeping.

Nationalizing States Revisited: Projects And Processes Of Nationalization In Post-Soviet States, Rogers Brubaker

This paper analyzes Estonia, Latvia, Ukraine, and Kazakhstan as nationalizing states, focusing on four domains: ethnopolitical demography, language repertories and practices, the polity, and the economy. Nationalizing discourse has figured centrally in these and other “post-multinational” contexts. But nationalizing projects and processes have differed substantially across cases. Where ethnonational boundaries have been strong, quasi-racial, and intergenerationally persistent, as in Kazakhstan, nationalization (notwithstanding inclusive official rhetoric) has served primarily to strengthen and empower the titular nation. Where ethnonational and linguistic boundaries have been blurred and permeable, as in Ukraine, nationalization has worked primarily to reshape cultural practices, loyalties, and identities, thereby …

This paper examines changing German and Korean policies towards transborder coethnics (Germans in Eastern Europe and the former Soviet Union, and Koreans in Japan and China) during the high Cold War and post-Cold War eras. The paper contributes to the emerging literature on transborder forms of membership and belonging by highlighting and explaining the selective, variable, contingent, contested, and revocable nature of states’ embrace of transborder coethnics. Eighteen years after the Supreme Court rendered its decision in Fordice, many states have complied somewhat or not at all to its mandates. This has been particularly evident in Maryland, where the presidents of historically Black colleges and universities (HBCUs) are pressuring the state to fulfill its commitment with the Office of Civil Rights (OCR), stemming from Fordice, to make HBCUs comparable to their White peers. While Maryland has declared that it has complied with its OCR agreement by preventing unnecessary program duplication between HBCUs and White institutions, investing more money into HBCUs, and increasing racial diversity on all of …

The challenge of facilitating the retention and persistence of students of color in higher education continues. While research has focused on internal factors of the college environment important to the success of students of color at predominantly White institutions (PWIs), this qualitative study examines an external factor—family support and its interconnectedness with the success and persistence of students of color. More specifically, the findings emphasize the importance of family support for this population attending PWIs. Implications for practice and future research are offered.

This paper maps and evaluates the area of migrant labour integration in Cyprus. This is is not an easy task as the issue of integration has for years been a non-starter. Until the end of 2010, when the first national action plan on integration was adopted, the policy framework could only be schematically imagined. It concludes that Integration requires a serious change in the whole way in which migrants are perceived and are structurally located in society.
