The Social Construction Of Black Fatherhood In Responsible Fatherhood Policies, Azaliah B. Israel

Responsible fatherhood legislation bridges the gap between two explicit family policies in order to serve fathers: The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 and the Child Support Enforcement Act of 1975. Historically, these two polices have been racialized and discourse surrounding them may contribute to negative cultural formula stories about the primary targets of responsible fatherhood programs: low-income Black fathers.

The first article addresses the question of whether and how congressional discourse disrupts or legitimizes negative cultural formula stories about Black fatherhood. This study examines congressional discourse during hearings on fatherhood legislation. Members of congress legitimized …

This report illustrates how probation leadership, officers, and staff in San Diego County can adopt best training practices to address and alleviate incidents in juvenile detention facilities and build a sophisticated, fair, and effective system of juvenile justice. The goal of implementing best training practices for probation officers and staff is to build a knowledgeable workforce to better serve youth and families and reduce racial and ethnic disparities in the juvenile justice system. Black Lives Matter (BLM) is a chapter-based and member-led organization created out of grief by three queer black women. This thesis examines the international impact of BLM. I conducted telephone interviews with activists and advocacy organizations who have organized activist networks and/or won struggles against institutional racism outside of the United States. These activists are located in Kenya, South Africa, Brazil, Australia, India, Spain, The Netherlands, Sweden, and Paris. I conclude that BLM has inspired the creation and supported the continued development of organizations advocating for national and transnational social and racial justice on a global scale. Los Angeles County (LAC) low-income communities of color experience uneven asthma rates, evidenced by asthma emergency department visits (AEDV). This has partly been attributed to inequitable exposure to diesel particulate matter (DPM). Promisingly, public parks and open space (PPOS) contribute to DPM mitigation. However, low-income communities of color with limited access to PPOS may be deprived of associated public health benefits. Therefore, this novel study investigates the AEDV, DPM, PPOS nexus to address this public health dilemma and inform public policy in at-risk communities. Based on six in-depth interviews with Black women in the Metro-Atlanta area who have at some point in the past ten years received welfare assistance, this project serves to understand how Black women relate to the welfare system in the current moment. To best understand their circumstances, I set forth a three-part question: how do Black women welfare recipients experience the welfare system in the current moment?; how do they interpret these experiences?; and lastly, how do these experiences and interpretations lend to how they conceptualize, construct, and/or manage their identities as Black women welfare recipients? This course explores the lives of undocumented students in the United States. The first portion of the course will explore the socioeconomic and political institutions that created the "illegal immigrant" problem and how the US government, civil society, immigrant advocates, artists, and humanitarians have approached the issue. The second portion of the course will discuss how undocumented students navigate the education system, public spaces, and work life in the U.S. Finally, we discuss previous "solutions" to the undocumented immigration "problem", what were the outcomes of those decisions, and what we can learn from these previous attempts.
