A Vicious Cycle: How Racialised Moral Panics Simultaneously Reproduce (And Are Reproduced By) Repressive Policing Practices, Oscar D. Sharples

Culture, Society, and Praxis

Policing and moral panics exist in a mutually reinforcing, reciprocal relationship, the harmful outcomes of which are disproportionately directed towards poor communities of colour. This paper will draw on two examples of moral panics: those surrounding Islamic terrorism and Black crime, in order to illustrate the harm that this reinforcing relationship can cause. This harm manifests itself in increasingly restrictive antiterrorism laws, Prevent initiatives, racial profiling, and internal surveillance within the Muslim community; as well as the policies of Joint Enterprise, Knife Crime Prevention Orders (KCPOs), and the strengthening of the school-to-prison pipeline, which disproportionally target Black youth. Monarch Services is a non-profit organization within Santa Cruz county. The agency provides services for domestic violence, sexual assault, and human trafficking. Campos Seguros focuses on providing resources and advocacy to vulnerable populations, specifically Campesinos (farmworkers). Violence and abuse perpetrated against farm workers is an issue that demands more public attention and advocacy. Campesinos are highly vulnerable because of different contributing factors, these include immigration status, work uncertainty, and language barriers. Consequences include trauma, lack of reporting, and vulnerability to labor trafficking. Sexual abuse is highly prevalent within the agricultural realm; many employers can take advantage of Campesino’s vulnerable position. …

The Youth Violence Prevention Task Force, YVPT, is a branch of the United Way that strives to reduce and prevent violence among youth in the county. The task force functions using a public health approach that emphasizes prevention, intervention, and suppression. In response to the high violence rates among youth, the task force organized dialogue sessions in the community. During the dialogue process, there was a growing need to create a resource for community partners involved in the process.
