Welfare state scholars have amassed competing theoretical explanations for the development of welfare policies. When considering the U.S. case, a discussion of federalism is central to these theoretical examinations. How power in policymaking is distributed amongst the varying levels of government is influential in the construction of the U.S. welfare state. Standard quantitative approaches to U.S. welfare research have offered a limited analysis of how theoretical explanations change after historical moments of welfare reform. In this study, I examine the institutional changes introduced to U.S. welfare in 1996 by way of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA). …

A Crisis Within A Crisis: Nyc Landlords Ramp Up Harassment Of Vulnerable Tenants In Wake Of Pandemic, Joseph A. Jungermann Iii

Already burdened with more sickness and death during the pandemic than other New Yorkers, low-income tenants and tenants of color are particularly vulnerable to additional harassment by landlords who seek to take advantage of the city's health and financial crisis to force them out. Brooklyn residents Delene Ahye, Dexter Lendor and Sonny Singh tell stories of their landlord, landlord agents and building manager’s harassment, which began during the pandemic’s most dangerous spikes in New York City. These forms of harassment included intimidation, abusive construction, constant buyout offers and biometrics and surveillance technology.

Objective: This research examines how Cuban immigrants experience cope and adapt to the United States. Cuban immigration is associated with specific stressors related to the immigration experience and the necessary process of acculturation and assimilation. These major stressors can result in mental health concerns among Cuban immigrants; however, no studies have examined how acculturation may influence Cuban immigrants’ coping skills and resultant mental health concerns. The inequitable distribution of polluting factories, landfills, and hazardous waste sites have been a long-standing concern in the field of environmental justice. Local zoning codes and land use policies have been tools for segregating people and concentrating pollution in low-income communities and communities of color. Public discourse on the topic of gun ownership in the U.S. is polarized, with the debate framed as a binary between unquestioned gun rights versus a complete ban. Gun ownership can have grave consequences: guns are used to commit acts of violence and suicide. Building upon examinations of genericity, subalternity, and carcerality by Black, Indigenous, and women-of-color feminist scholars, my dissertation offers an account of how truth claims are produced and sustained to limit social change in representatively governed societies. Taking the gangster genre as my lens, I first resituate the form, assumed to depict white-ethnic conflict in the U.S. and Europe, as a type of resistance to race-based political economic policies imposed by imperial regimes. The purpose of the study was to gain a better understanding of the current experiences of immigrant Latino fathers and their families in Southern California, and to examine the barriers and facilitators that impacted their paternal involvement. The literature suggests that father-absence diminishes the ability of a child to thrive in life and yet immigrant Latino fathers are more at risk of all the factors that lead to father-absence, such as poverty and other added stressors. The purpose of this phenomenological study was to explore and better understand the lived experiences of African American juvenile parole and probation officers in the Pacific Northwest. I conducted semistructured interviews with four African American juvenile parole and probation officers using a transcendental phenomenological framework. This framework was further supported and guided by social identity theory, critical race theory, and person‒organization fit theory. Through detailed semistructured interviews, field notes, and artifacts; honest and thought-provoking insight was gathered about the experiences of African American juvenile parole and probation officers. Tracing Biometric Assemblages in India’s Surveillance State seeks to understand the historical conditions that rendered the nation-state of India as having the world’s largest biometric surveillance system: Aadhaar. Surveillance practices used by the British Raj mirrors the current social order of the ruling Bharatiya Janata Party (BJP), as they use surveillance to similar ends in today’s political economy, through the intersecting forces of neoliberalism and ethnonationalism. European ideas bled over into their colonial empires and began to fill the power vacuum created by colonial enterprises. This study analyzes the impact of British colonialism on the development of national identity in British India and Nigeria.

Communities of color are disproportionately exposed to toxins and pollution. The environmental justice movement addresses the greater health and environmental risks experienced by minority groups. Although Asian Americans are the fastest growing population in the United States, there is little known about their involvement in the movement. In this thesis, I further observe Asian American involvement in the United States environmental justice movement. By analyzing community case studies, I identify Asian American-specific mobilization challenges and strategies. Interviews with prominent Asian American environmental justice activists reveal activism and collective identity are connected, but vary greatly according to individualized Asian American experiences. …

This dissertation presents the racial-gendered lived experiences of Black women living in Toronto Community Housing (TCH; subsidized housing). This research found that Black women and their families are disproportionately faced with challenges due to barriers caused by housing policy and procedures that also affect the overall development and wellbeing of their children. It also highlights the ways in which Black women continue to thrive and survive in the face of detrimental and derelict living conditions; accomplished through community development and support initiatives, and fostering strong communities.

Despite a growing interest in understanding Donald Trump’s election in 2016 as part of the historical trajectory of white racial identity politics, we do not know much about how ideas deemed “radical right” become mainstreamed. My study builds on extant research that implicates the emergence of the think tank industry by viewing one such right wing think tank as a racialized organization.
