This thesis examines how K-12 teachers in Ontario navigate the complexities of teaching "difficult knowledge"—topics such as racial and ethnic injustices, Indigenous perspectives, immigration experiences, and gender issues—within the parameters of the school and the curriculum. Utilizing an institutional ethnography approach, the study examines the curriculum as an institutional text that coordinates and shapes teachers’ practices. Working with and against the curriculum, teachers find innovative ways to engage their students on difficult knowledge topics. This dissertation analyzes nation-building in hitherto ungoverned territories of two Indian chhitmahals in Bangladesh and explores the transformation of their residents from stateless Indian nationals to citizens of Bangladesh. Chhitmahals comprised nearly two hundred enclaves located along the Bangladesh-India border that belonged to one country but were located inside another’s territory. Chhitmahals came into existence with the partition of India in 1947; their non-contiguous locations kept them without state administration and citizenship rights. The goal of this study is to systematically investigate the mobilization of co-created (storyteller and story-gatherer) narratives for policy and social change. A case study format investigated the mobilization of narratives by a women’s health organization in London, Ontario. Semi-structured interviews resulted in transcripts from key actors. These transcripts were thematically coded and analyzed. All interview participants emphasized that from their perspective the organization did influence health policy or social change through their narrative use. I contextualize this question by reading the discursive continuities between Euro-America’s War on Terror post-9/11 and Algeria’s War for Independence. This research analyses the engagement of Dutch citizens with a migration background in anti-racism activism, specifically activism against the blackface caricature Black Pete. It aims to answer how and why their citizenship is questioned when they become critical participants of civil society, and how this relates to the history of Dutch colonialism, the denial of racism, and the self-image of white Dutch people as ‘good, tolerant, and innocent’ despite evidence to the contrary.

Since 1996, the problem of underutilization of immigrant skills in Canada has grown significantly. University-educated immigrants are more numerous, yet our census analysis shows that their access to skilled occupations in the professions and management declined between 1996 and 2006. In these years, the value of work lost to the Canadian economy from immigrant skill underutilization grew from about $4.80 billion to $11.37 billion, annually. Given the significance of immigration for economic development, the evaluation of current policies and consideration of future directions seem urgent.

Although cigarette taxes are a popular anti-smoking measure with policy-makers, we find evidence of a varied response to cigarette taxes among different groups of smokers in Canada. In particular, contrary to other studies, we find that the middle age group--the largest group of smokers in our sample--is largely unresponsive to taxes. Our results show there is no “one-size fits all” anti-smoking policy. Knowing socio-demographic characteristics of smokers who respond differently to tax increases will help in designing supplementary anti-smoking measures.

This increase would happen even without ongoing reductions in mortality rates and the resultant increases in life expectancy. However, reductions in mortality mean that the impact will be even greater, especially if no offsetting adjustment is made to the age at which people are eligible to receive pension benefits. This thesis examines the function of guilt as an emotion and affective state in the production of voluntary servitude. Drawing on psychological research into the effects of guilt, as well as the theories of Friedrich Nietzsche, Michel Foucault, and Judith Butler, I argue that guilt is instilled within the population by a particular political arrangement of relations of power (the State form of social relations) via a controlled process of subjectivation. As such, guilt should be read as a distinctly biopolitical mechanism of control. Additionally, I argue that the emotional experience of guilt works to attach individuals to their own …
