The queer rights movement is often assumed to have advanced because of the collateral benefit of other social rights movements occurring around the same time, in the 1950s and 60s. However, the inception of an organized queer rights movement did not happen in line with any progressive time in United States public thought. In reality, the movement began at a time when America was at its least forward-thinking, during the Cold War. The literature on descriptive and substantive representation focuses on elected representatives, but overlooks the gender of those who play an integral role in policy process (agenda-setting) and outcomes (implementation): The elected’s chief of staff, senior policy advisors, and, in council-manager systems, the city manager. This thesis examines the role policy staff and city manager gender plays in substantive representation. After analyzing staff composition and agenda priorities — gleaned from State of the City addresses — for mayors of the 50 most-populous cities in the United States, I found substantial evidence to support my hypotheses that the chief of staff’s gender, …

Despite the remarkable contributions made by women to secure peace in Liberia, women's representation in politics is still low. The first female African President has been elected, as well as a few women to strategic government positions, but the vast majority of women remain invisible. The reliance on these few women in government is inadequate to produce the significant changes that will be required to bring equality for all women.
This study examines the recognition of women's relative participation and recognition in postwar reconstruction in Liberia. Differences between traditional and non-traditional women's participation in Liberia were found.
