This brief summarizes a case study that assessed the gendered impact of COVID-19 school closures on education, health, well-being, and protection of adolescents in India. Based on surveys and interviews in Bihar and Uttar Pradesh, findings point to the digital divide for girls as well as shared barriers to effective remote learning. Informed by the evidence, the study presents recommendations to scale up efforts to improve remote learning, reduce digital divide and strengthen teacher support, with a particular attention to addressing gendered differences.

This brief summarizes a case study that assessed the gendered impact of COVID-19 school closures in Kenya. COVID-19 school closures escalated education inequalities especially for girls and young people in rural areas. These closures exacerbated adolescent mental health issues, food and economic insecurity, and experiences of violence. COVID-19 response programs implemented by both the Government of Kenya and non-state actors were not able to fully mitigate the impacts of school closures for adolescents, teachers, or schools. Continued efforts to understand the implications of school closures and to support vulnerable students are needed.

This brief summarizes a case study conducted to assess the gendered impacts of COVID-19 school closures on adolescent girls and boys in three districts in the province of Punjab in Pakistan. Data as well as discussions and interviews with adolescents, teachers, and parents shed light on difficulties in accessing and adjusting to remote learning, learning loss, deterioration of behaviors and health, and other effects. This brief summarizes a recent study on the impacts of COVID-19 school closures in rural communities in Bangladesh. It clarifies issues of remote learning access, management, and monitoring, as well as new strains on students’ time use. It also reveals general impacts on mental and physical health, economic status, as well as gendered effects including child marriage. Based on evaluations of mitigation measures, recommendations for comprehensive policies, provision of technical, financial, and social support, and improvements in education systems emerged.

This report presents findings from the baseline survey of the Violence Outcomes in COVID-19 Era Study (VOCES-19). The study, conducted by Population Council Mexico in collaboration with the National Institute of Youth and the National Center for Gender Equity and Reproductive Health aims to understand the impact of the COVID-19 pandemic and accompanying mitigation measures on the experience and perception of violence among 15–24-year-olds living in Mexico, as well as its effects on other social, economic, and health, related outcomes. Delivering Impact For Adolescent Girls: Emerging Findings From Population Council Research, Population Council

Despite numerous global commitments to invest in improving the lives of adolescent girls, questions remain as to what package of interventions can deliver the best outcomes. This report synthesizes findings from nine recent Population Council impact evaluations, conducted around the world, which indicate that empowerment and asset-building interventions for adolescent girls can improve education, health, economic, social capital, gender-equitable attitude, and violence outcomes for girls. The report includes implications for programs and investment, and identifies open questions for further research and evaluation.

Through the 2015 Sustainable Development Goals (SDG), governments committed to achieving universal secondary school completion, including eliminating gender disparities, by 2030. The period from 1997 to 2014 saw considerable progress in closing gender gaps in school enrollment and attainment in many, but not all, low- and middle-income countries. However, as this research brief explains, claims that gender parity in primary education now exists are premature, especially in the poorest countries and new gender gaps, or gender-related challenges, may emerge as attainment increases. This report examines youth gender-role attitudes in Egypt using quantitative data, from the nationally representative Survey of Young People in Egypt 2009 and 2014, which provides a broad overview of youth gender-role attitudes throughout the country and among different subpopulations of youth. Qualitative data complements this analysis by offering a more in-depth view of how young people think about men and women’s roles in society and why they hold these beliefs. The overall objective of this study is to provide an evidence-based description and interpretation of the HIV-related risks and vulnerabilities faced by different subgroups of youth in Egypt. The report is part of a six-country study that was conducted by the Population Council in Egypt, Kenya, Nigeria, Senegal, South Africa, and Uganda. The study examines social, economic, cultural, and legal factors that may contribute to youth’s increased vulnerability to HIV and documents the situation of the policy and programmatic responses. The Adolescent Girls Initiative-Kenya (AGI-K) is currently delivering multisectoral interventions, targeting violence prevention, education, health, and wealth creation, to adolescent girls aged 11–14 in two marginalized areas of Kenya. Data presented in this Bangladeshi Association for Life Skills, Income, and Knowledge for Adolescents (BALIKA) fact sheet, “Highlight on Gender and Rights,” reveal that attitudes about gender equitability differ across domains and by the background characteristics of respondents in terms of education, marital status, and age. Those who are married, less educated, and young are less aware of gender equality and rights including domestic violence, autonomy, and confidence. This Population Council working paper describes a participatory mapping project undertaken with single-sex groups of grade 5 and grade 8–9 children in urban and rural KwaZulu-Natal, South Africa. At grade 5, female self-defined community areas were equal to or larger in size than those of males in both sites. However, wide gender divergence in access to the public sphere was found among grade 8–9 children. Although curtailed spatial access, especially in urban areas, is intended to protect post-pubescent girls, grade 8–9 girls reported most spaces in their small navigable areas unsafe. In this brief, three aspects of female youth’s disadvantage in the labor market are analyzed: low labor force participation, high unemployment, and concentration in the public sector. These issues are closely interrelated and can be addressed through a set of policies that promote family-friendly employment conditions and the formalization of the private sector. The establishment of job search services for female youth is also critical to addressing the gender gap in unemployment.

Young people aged 10–19 make up almost 20 percent of the population in less developed regions. This vast, highly diverse population faces a variety of threats that could disrupt their healthy transition to adulthood, including early marriage and childbearing, school leaving, violence, exploitation, unemployment, and HIV/AIDS. This working paper reports on a study using Egyptian survey data to determine whether the effect of women's work on their status is mediated by the material transactions that accompany marriage. This perspective posits that marriage payments made to the bride, as well as assets she herself brings to the marriage, enhance her bargaining position. Analysis of the 2006 Egypt Labor Market Panel Survey panel data is used to explore the associations between women’s labor market activity, earnings, absolute and proportional marriage payments, and a measure of women’s status within marriage, namely their decisionmaking power. Despite a remarkable decline in the agricultural labor force in general, the number of women employed in the agricultural sector is growing substantially, particularly as a result of the intensification of agricultural activity. This Population Council working paper focuses on the working conditions of women in the agricultural sector based on the analysis of three case studies in three countries: the West of Delta in Egypt, the coastal zone of Gharb in Morocco, and the Nadhour region in Tunisia.
