Today, in Kosovo, are services provided for the children most in need sustainable? Do these services have stable and long-term funding? Did the decentralization of the Kosovo government strengthen or weaken the existing child protective environment? In an attempt to answer these questions, a review of available literature was completed, as well as direct interviews conducted with relevant stakeholders engaged in Kosovo’s child protection services at both the governmental and civil society levels. As a result of civil society and the government of Bangladesh’s commitment to reach universal education and gender equality, great strides have been made in secondary school enrollment with the number of girls attending now on par with that of boys. However, a consequence of the increased mobility of adolescent girls in public places is increased incidences of sexual harassment. In 2009 and 2010 there was a rash of suicides. Since the late 1960‘s, child protection agencies have acted under federal mandate to intervene in cases of child abuse and neglect. In accordance with state child protection laws, these agencies provide monitoring and support services to "at-risk" families. Despite these efforts, studies have shown that a record number of parents who receive services are re-reported to the agency for additional offenses within a short period of time. The available literature attributes recidivism to delayed or mismanaged interventions and adverse socio-economic conditions among parents, but research that considers employee perspectives on chronic neglect is scant. Empowering adolescent girls is an effective and sustainable way to break the cycle of poverty and initiate a process of worldwide change. It is also extremely challenging, given the traditional perceptions of adolescents as reckless, carefree, incapable of assuming responsibility and unaware of their own needs for success and positive development. While organizations can provide many of the resources that adolescent girls need, the lack of parental support can be detrimental to both the overall development of the adolescent girl, her access to services, her mobility in society and the choices she will have in her future.
