Poor learning remains a central challenge in Bangladesh despite considerable progress in advancing schooling access and reducing gender gaps in education. The learning crisis is feared to have been exacerbated during extended school closures and limited alternative opportunities for schooling during the COVID-19 pandemic. This brief summarizes findings on learning loss among adolescent girls during the pandemic in rural Bangladesh.

With the COVID-19 crisis continuing to evolve, evidence on the effectiveness of short-term emergency-oriented responses and long-term mitigation strategies is expanding but still limited. There are, and will continue to be, substantial evidence gaps on programming to address risk across outcomes of importance to adolescent girls. More evidence is needed to slow the risks posed by the pandemic for this subpopulation, which can help guide gender- and age-responsive prevention and impact mitigation investments. Evidence from approaches delivered in other unstable contexts may offer important lessons for decision-making in the current context. The Covid-19 pandemic led to devastating economic and social disruptions globally including in the education sector. The pandemic disrupted access to both sexual and reproductive health services and safe spaces. As a result, many girls faced vulnerabilities that inhibited access to basic education, including risks of child marriage, early pregnancy, gender-based violence, female genital mutilation/cutting, sexual exploitation, and child labor. The negative impact of Covid-19 on girls' education underscores the need for interventions addressing the effect on school re-entry and retention. Created in 2017, the Indigenous Adolescent Girls’ Empowerment Network (IMAGEN) brings together organizations from rural and urban indigenous communities in the United States to strengthen the protection, safety, and resilience of girls by reclaiming neighborhood spaces and building local female-relative-led mentorship programs. IMAGEN, headquartered at the Girl Innovation, Research, and Learning (GIRL) Center in New York City, promotes the use of data-driven approaches in building assets for these adolescent girls. The Abriendo Futuros (AF) program builds on the Council’s global experience of designing and implementing successful girl-centered programs in Africa, Asia, the Middle East, and Latin America and the Caribbean. AF aims to improve the living conditions of Mayan girls (10–18 years) and contribute to the achievement of gender equity in the Yucatan. The program’s community-focused strategy seeks to empower girls through interpersonal communication and participatory workshops. Of the 11 million girls aged 15 to 19 years in Pakistan, nearly half (47 percent) are “not in education, employment, or marriage” (NEEM). This brief presents highlights from a qualitative study conducted in Punjab province of Pakistan to probe the lives, perspectives, and aspirations of NEEM girls regarding education and involvement in economic activity and identify locally acceptable ways in which their lives may be positively transformed through access to education and safe and fair work opportunities.

This study was conducted in the Punjab province of Pakistan to examine the lives, aspirations, and perspectives of the largely invisible and marginalized group of older adolescent girls (ages 15–19 years) who are “not in education, employment for pay or profit, nor in marriage” (“NEEM”). The study seeks to identify the reasons for the exclusion of the NEEM girls from education and participation in paid work; explore opportunities and avenues for changing these girls’ existing opportunity structures; and probe the gender norms and behaviors underlying their marginalization to obtain insights into what it would take to change their situation.

In Egypt, some 450,000 students graduate from technical and vocational schools each year. Yet just over 50 percent are employed immediately following their graduation. This brief explores the kinds of jobs that are available to these graduates, and the factors that affect the remaining 50 percent who do not join the work force. The report aims to understand the types of training that best prepare students for the available jobs, differences in opportunities for male and female graduates, and connections between work and the home and/or community circumstances that may hinder employment. Through the 2015 Sustainable Development Goals (SDG), governments committed to achieving universal secondary school completion, including eliminating gender disparities, by 2030. The period from 1997 to 2014 saw considerable progress in closing gender gaps in school enrollment and attainment in many, but not all, low- and middle-income countries. However, as this research brief explains, claims that gender parity in primary education now exists are premature, especially in the poorest countries and new gender gaps, or gender-related challenges, may emerge as attainment increases. The Population Council and partners, with the support of the Human Dignity Foundation and the John D. and Catherine T. MacArthur Foundation, implemented a pilot intervention in India─Project Sankalp─to assess the acceptability and feasibility of engaging parents and communities to promote girls’ secondary education. The project's aim was to measure its effectiveness in improving adolescent girls’ transition to secondary education, their attendance at school, and learning outcomes. Findings show that the effect of Project Sankalp on creating an enabling environment for girls to pursue secondary education was mixed. The Abriendo Oportunidades program aims to support indigenous girls in Guatemala to reach their maximum potential and overcome the cycle of poverty. The program created safe spaces for girls at the community level, reaching adolescent girls with an asset-based curriculum implemented by community mentors. The Adolescent Girls Empowerment Program (AGEP) is a program for girls ages 10–19 in rural and urban Zambia that aims to find the best ways to improve their social, health, and economic resources. The program involves over 10,000 girls participating in weekly girls’ group meetings, receiving health vouchers, and opening savings accounts.
