Domestic work is characterized by excessive working hours, extremely low pay or no pay at all, and conditions that make the profession exploitive in many cases. Evidence is emerging that domestic work is a feeder profession for sex work. One study of more than 2,000 commercial sex workers in Ethiopia found that 42 percent were former domestic workers. However, little is known about transitions to commercial sex work or commercial sexual exploitation in Tanzania. Bangladesh has made considerable progress in improving access to education at all levels for the last two decades. Despite these impressive gains, Bangladesh continues to face challenges of student dropout at the secondary level. Girls drop out of school earlier than boys because of child marriage. Targeted policies and interventions designed to improve mainstream educational attainment and decrease child marriage may be the effective and sustainable way to address both issues. The Abriendo Futuros (AF) program builds on the Council’s global experience of designing and implementing successful girl-centered programs in Africa, Asia, the Middle East, and Latin America and the Caribbean. AF aims to improve the living conditions of Mayan girls (10–18 years) and contribute to the achievement of gender equity in the Yucatan. The program’s community-focused strategy seeks to empower girls through interpersonal communication and participatory workshops. Girls in selected communities are divided into age groups (10–14 and 15–18) that meet weekly with a mentor in safe spaces. The program’s mentors are young women aged 20–30 from the communities, who …

The first section describes the finalized analysis of the impact evaluation of the pilot phase; the second section reports the progress of evaluation activities; and the third section includes an evaluation of future plans for the period December 1, 2019 to November 30, 2021.

Of the 11 million girls aged 15 to 19 years in Pakistan, nearly half (47 percent) are “not in education, employment, or marriage” (NEEM). This brief presents highlights from a qualitative study conducted in Punjab province of Pakistan to probe the lives, perspectives, and aspirations of NEEM girls regarding education and involvement in economic activity and identify locally acceptable ways in which their lives may be positively transformed through access to education and safe and fair work opportunities.

The More Than Brides Alliance (MTBA) implements the “Marriage: No Child’s Play” program (2016–20) in India, Malawi, Mali, Niger, and Pakistan. The MTBA is a holistic program that addresses early marriage through multiple strategies, including: sexual and reproductive health and rights, livelihoods, education, and prevalent community social norms around marriage. Furthermore, the program operates at multiple levels (girl, family, community, block, and district) to address individual, familial, and structural barriers to reducing child marriage in these communities. Community norms and values are among the underlying factors that support the practice of child marriage in Bangladesh. The Population Council is partnering with the Ministry of Women and Children Affairs to delay marriage as part of the UNFPA-UNICEF Global Program to Accelerate Action to End Child Marriage. The global discussion of climate change and its impacts and causes has changed completely in the past quarter century. Scientific opinion now accepts that rapid warming is occurring and that greenhouse gases (GHG) emitted as a result of human activities are largely to blame. The consequences of taking no action will be catastrophic. Education on sexuality and HIV can help adolescents develop the capacity for healthy, respectful relationships and protect themselves from unwanted and unsafe sex, unintended pregnancy, and sexually transmitted infections. A 2015 Population Council study found that sexuality and HIV education programs that address gender and power in intimate relationships are five times more likely to be effective than programs that do not. However, most curricula still do not address these issues. The Adolescent Girls Empowerment Program (AGEP) intervention was conducted over two years to support more than 11,000 vulnerable adolescent girls in Zambia. It was led by the Population Council in partnership with the Young Women’s Christian Association of Zambia (YWCA), the National Savings and Credit Bank of Zambia (Natsave), and the Government of Zambia. To assess the impact of AGEP on mediating and longer-term demographic, reproductive, and health outcomes, Population Council researchers designed and implemented a longitudinal, cluster randomized controlled trial across all program areas. Through the Adolescent Girls Empowerment Program (AGEP), the Population Council and partners implemented a social, health, and economic asset-building program in Zambia for over 11,000 vulnerable adolescent girls aged 10–19 years. The theory of change behind the Adolescent Girls Empowerment Program (AGEP) posited that adolescent girls are empowered by building social, health, and economic assets that they can then draw on to reduce vulnerabilities and expand opportunities. In the long term, they will then increase their likelihood of completing school, delaying sexual debut, and reducing risks of early marriages, unintended pregnancies, acquisition of HIV, and other possibly detrimental outcomes. Increased attention to the needs of adolescent girls has led to a growing number of programs in low- and middle-income countries. Questions remain, however, about what aspects of program design are most effective. This hinders efforts to effectively allocate resources, scale up programs, and replicate results across settings. This review looks at how the number of program components, involvement of supporting actors who influence the lives of girls, supplemental “booster” activities, intervention exposure level, and community saturation level influenced outcomes for girls. While findings suggest the importance of multicomponent programs and longer program exposure, each area requires further rigorous research …

This fact sheet outlines results from the Adolescent Girls Initiative–Kenya, a study that evaluates the long-term impact of a multi-sectoral intervention targeted at adolescent girls aged 11 to 15 years from Kibera and rural Wajir. The intervention consists of four different components: a community-based violence-prevention program, an education conditional cash transfer (CCT), health-focused girls' empowerment clubs, and wealth creation for girls via financial education and savings. Results indicate that the approach was a cost-effective way to create positive change across a range of well-being factors for young adolescent girls, including education, health, and economic outcomes.

Adolescence is a critical period in the lives of young people and potentially a time to reap lasting benefits from interventions that improve general, sexual, nutritional, and maternal and child health. The government of Zambia is committed to improving the nutritional status of adolescents and pregnant women and their children. Nonetheless, adolescent girls in Zambia remain at risk for macro- and micro-nutrient deficiencies that have deleterious effects on growth, development, and maternal and child health. This study was conducted in the Punjab province of Pakistan to examine the lives, aspirations, and perspectives of the largely invisible and marginalized group of older adolescent girls (ages 15–19 years) who are “not in education, employment for pay or profit, nor in marriage” (“NEEM”). The study seeks to identify the reasons for the exclusion of the NEEM girls from education and participation in paid work; explore opportunities and avenues for changing these girls’ existing opportunity structures; and probe the gender norms and behaviors underlying their marginalization to obtain insights into what it would take to change their situation.

Acceptability and experience of sexual and gender-based violence is alarmingly high among adolescent girls in Zambia. Even more striking is the very young age from which notions of violence are ingrained and experience with violence begins. This brief summarizes the Adolescent Girls Empowerment Program (AGEP) evaluation which demonstrated that in the Zambian context, a program focused on changing norms among girls themselves is not enough to impact attitudes toward and experience of violence. The Government of India has invested in improving education through two key programs for universal access to, and retention in, secondary education. In Uttar Pradesh, the Population Council found high levels of enrollment among younger adolescents, with limited gender disparity. Retention beyond elementary school, however, was low, and learning outcomes—literacy and numeracy—were poor. Through the 2015 Sustainable Development Goals (SDG), governments committed to achieving universal secondary school completion, including eliminating gender disparities, by 2030. The period from 1997 to 2014 saw considerable progress in closing gender gaps in school enrollment and attainment in many, but not all, low- and middle-income countries. However, as this research brief explains, claims that gender parity in primary education now exists are premature, especially in the poorest countries and new gender gaps, or gender-related challenges, may emerge as attainment increases. The Population Council, together with the Centre for Catalyzing Change and the London School of Hygiene and Tropical Medicine, and with support from UKaid, implemented the Do Kadam Barabari Ki Ore (Two Steps Towards Equality) program. According to the Survey of Young People in Egypt 2014, a significant proportion of young women residing in rural Upper Egypt were reported to be married before 18. Early marriage deprives a girl of education and employment opportunities and places her at risk of early and repeat pregnancy, gender-based violence, and sexually transmitted infections. The present study examines the sexual and reproductive health needs of married adolescent girls (MAGs) in rural Upper Egypt and identifies key contextual and cognitive factors that could mitigate or exacerbate the effects of early marriage on their sexual and reproductive health.
