This paper investigates the potential impact of cross-sector partnerships between nonprofit organizations (NPOs) and universities on the educational attainment of Southeast Asian American (SEAA) students, particularly those from disenfranchised or nontraditional backgrounds. Guided by the research question, "Can cross-sector partnerships between NPOs and universities contribute to increased educational attainment among SEAA students?", the study seeks to comprehensively explore SEAA student experiences, challenge the Model Minority Stereotype, enrich SEAA higher educational achievement literature, underline the significance of disaggregated data and cross-sector collaborations, and create an adaptable framework for other communities. Power is manifested in many ways within immersive study abroad experiences. One of the paradoxes of this reality is that structures of power simultaneously create the conditions necessary for immersive community engagement programs to exist as well as limit the action, voice, and autonomy of the actors involved in the community engagement. This dissertation study was conducted in order to examine and gain an insight on two topics that are considered to be highly under researched: American historically black fraternities and sororities and colorism within the back American community. The purpose of the study was to examine the impact that colorism has had on black American collegiate Greek letter organizations. This chapter examines how effectively TAFE Institutes and universities in the State of Victoria contribute to meeting the social and economic needs of the population in terms of opportunities to study and relevance of the qualifications offered. It identifies some key achievements and areas for improvement. The chapter closes with a series of recommendations that include the need for a greater system approach to tertiary education in order to support sustainable regional development and the role that the State of Victoria can play in this strategy.
