Urban freeways have many Impacts on their users and on the communities that they traverse or bypass. Consequently numerous interest groups become Involved in determining freeway locations. Decision makers at the state and federal levels must weigh monetary and non-monetary consequences as seen by the highway agency and, in addition, must consider the Interests and demands of other public bodies, organizations, and individuals, before reaching their decisions. A similar weighing must be applied by decision makers at the local level before they approve or object to proposed plans. In September of 1971 The Regents' Commission on the Urban University of the 70's Report recommended that:

"... the Commission recommends that UNO bring educational opportunities to the people by further expansion and development of instruction in Program Centers away from the main campus ......... "
