Roadblocks To The Implementation Of Problem-Oriented Policing In Montevideo, Federico Del Castillo

In the broad context of Uruguay’s police reform, the Ministry of Interior is implementing a pilot Problem-Oriented Policing (POP) program in Montevideo since late 2012. This research examined the obstacles confronted by the program throughout its implementation. Using a grounded theory approach, qualitative data was collected through 20 semi-structured interviews with members of the Uruguay National Police (UNP) of different ranks. Findings were analyzed based on the following categories: a) contextual factors; b) theoretical and practical inaccuracies; c) characteristics, skills and actions of project managers; d) resistance and motivational issues; e) resources; f) external support and cooperation. There has been growing research on multiple perpetrator sexual assault (MPSA) and how it qualitatively differs from single assailant offenses. The current study seeks to contribute to the limited field of qualitative research on illegal immigration commonalities in migration experiences and characteristics of the immigrant. Once Bitten, Thrice Wise: The Varying Effects Of Victimization On Routine Activities And Risk Management, J. Michael Vecchio

While the relationship between offending and victimization is well established, less is understood about what contributes to the varied effects of victimization on future behavior. Drawing on qualitative interviews from a sample of at-risk men, the study explores recognized and unrecognized effects of victimization on subsequent behavior and management of lifestyle risks both within and across narratives. Findings demonstrate a range of perceived effects on behavior and risk management, with the presence or absence of substantive effects related to whether the event was both severe and directly attributable to involvement in at-risk behavior. Consequences for the victimization–termination hypothesis are discussed.

Youth gangs have received considerable attention for many decades. Undoubtedly, their disproportionate involvement in violence is one main reason for this attention. While gang members spend most of their lives engaging in the same types of behaviors as other youth (sleeping, eating, playing video games, going to school), they are also much more likely than non-gang members to be involved in violence and other criminal activity. Indeed, scholars have often highlighted the functional nature of violence as it pertains to gangs. Researchers have examined aspects of gangs and their members for almost a century. This work, however, focuses primarily on youth prior to joining as well as during gang involvement. While comparatively less is known about the leaving processes, work in this area has been increasing in recent years. This chapter will discuss the growing body of research on the processes associated with leaving the gang. Specifically, it will review difficulties associated with defining gang desistance, theoretical perspectives on desistance, variations in motives, methods, and consequences of leaving, barriers to desistance, as well as make recommendations for policy and future research.

“I’Ve Risen Up From The Ashes That I Created”: Record Clearance And Gendered Narratives Of Self-Reinvention And Reintegration, Elsa Chen, Ericka Adams

Record clearance allows some individuals to redesignate or remove certain minor convictions from their criminal records. This interview-based study finds that both men and women seek opportunities for personal gain through record clearance, but women are more motivated by moral and religious influences and concern about reputation. Women are also more likely than men to acknowledge personal flaws, and to desire to replace criminal identities with law-abiding identities. As women redefine their identities, caregiving is especially important as a personal obligation and professional aspiration. Record clearance is particularly compatible with women’s motivations, willingness to change, and personal and professional goals.

Commercial sexual exploitation of children (CSEC) is a form of violence in which children, mainly girls and female adolescents, are reduced to sexual objects for rent. In this study, we argue that the concept of who is an exploiter must be broadened to include everyone who directly or indirectly benefits from CSEC. This paper is based on life stories of 10 female residents from a shelter, which we call Casa Libertad (a fictitious name) in Mexico City, for female victims of violence. Hate crime proves prevalent in American society, inflicting a variety of harms on victims as well as society at large. Scholars have long sought to understand the motivations and conditions behind hate crime offending. Green and his colleagues conducted the classic neighborhood studies examining the conditions that foster hate crime (Green, Glaser, & Rich, 1998; Green, Strolovich, & Wong, 1998; Green, Strolovitch, Wong, & Bailey). Using data from the New York Police Department’s Hate Crimes Task Force, the current study replicates and extends Green's neighborhood studies by investigating hate crime in New York City from 1995 to 2010. While the empirical evidence supporting the law of crime concentration is strong, most studies that have examined the stability of crime hot spots over time have aggregated crime across years. This report conceptualizes the effectiveness and benefits of utilizing the restorative justice model of Victim Offender Mediation (VOM) within the criminal and juvenile justice systems to serve the rights of victims, offenders, and society more justly. Victim Offender Mediation is discussed as a possible alternative justice model which reframes the victim-offender relationship to foster and respect the dignity and worth of each participant. This restorative justice model combats victims’ feelings of helplessness by giving them back their voice, while having the potential to specifically offer relief to those secondarily victimized by the legal system in cases of simple rape. Current research indicates an association between intense adolescent work (twenty hours or more per week) and delinquent behavior. It has been widely speculated that this relationship is spurious, occurring only as a result of other factors which are common to both offending and intense employment. The current study attempts to fill a gap in the literature by utilizing the Pathways to Desistance dataset to examine the evolution of the relationship between work and self-reported offending in a longitudinal sample of juvenile offenders. Video games represent a growing genre of media quickly becoming one of the leading forms of entertainment (Jordan, 2014). This popularity has allowed new playstyles to emerge across the video game genre, such as e-Sports and speedrunning. In particular, the speedrunning community has somewhat redefined what it means to “cheat” in a video game by accepting the use certain software and hardware violations that could be seen as “cheating” to the general gaming community. This paper examined the social construction of cheating in this digital community through the use of grounded theory methods.

In 1973, during the “first wave” of American criminal law recodification efforts following the publication of the Model Penal Code, Delaware adopted a new criminal code. While it represented a dramatic improvement over the law it replaced, its initial clarity and utility were greatly diminished by subsequent piecemeal legislation. Delaware’s current criminal code is lengthy, inconsistent, and replete with duplicative and outdated offenses that impose disproportional punishments. This process of criminal code deterioration is not unique to Delaware and plagues other U.S. jurisdictions. In 2015, however, stakeholders in Delaware’s criminal justice system initiated a code revision process, commissioning the authors …

The purpose of this study was to assess practitioners’ views of service needs for juveniles involved with the justice system. In the United States, every year there are thousands of youth committed to detention institutions for delinquent acts. As a result, children as young as nine years of age up until adulthood have a difficult time integrating back into the community. In many instances, youth who have been involved with the justice system have a greater likelihood of recidivism due to their inability to adapt to their environment. Body-Worn Cameras: Reducing Citizen Complaints And Improving Relationships, Julie Bui

Video recordings of police-citizen interactions, most notably those obtained from the dashboard cameras (dashcams) of police cars, have been successful in objectively capturing police-citizen exchanges. However, since police-civilian interactions do not solely occur in front of police cars, dashcams present significant limitations. Off-camera violent, and sometimes fatal, encounters (such as the notorious Ferguson case) have fueled increased public support for body-worn cameras. This is especially true in cases with conflicting accounts from the officer(s), victim(s), and witness(es). Requiring officers to wear bodycams may reduce incidents of force and citizen complaints, and increase officer accountability. This paper will present peer-reviewed research …

The goal of this paper and the included “Santa Cruz County Recidivism Study of Post-Realignment Offenders (2011–2016)” is to provide a meaningful presentation of recidivism rates for Santa Cruz County and, in doing so, help Santa Cruz County agencies to better design recidivism reduction programs, highlight the problems every county faces in trying to conduct recidivism reduction studies, and provide a roadmap for what is and is not possible for policymakers who are increasingly demanding more refined data sets and streamlined data for budgeting.

Previous literature explores the many dimensions of homicide investigations, including case and individual characteristics, evidence and investigative activities. However, little research delves into situational characteristics and their relationship to specific homicides, charge severity sought by prosecutors and sentence length given to homicide offenders. The current study sampled homicide cases (N=68) to gather baseline information and data regarding judicial outcomes. Donald Black’s Theory of Moral Time (2011) is tested and utilized as the study’s conceptual framework for the study’s hypotheses.

With the reliance on rape myths to form opinions towards rape victims, the use of expert witnesses is of increased importance. Rape myths may give jurors misinformed notions about why, how, or to whom rape happens. This indicates a need for educational expert testimony in rape jury trials. It is proposed the use of this testimony will help dispel these myths and social biases towards victims of rape.
