For the past several decades, the county jail in a large metropolitan city in the southeast United States has been overcrowded, which has resulted in violence within the jail, excessive costs to the Sheriff's Office, and a requirement of Federal oversight of the jail from 2005 to 2015. In spite of these events, little is understood about why jail overcrowding is prevalent in the county and what impacts overcrowding may have on the communities around the jail. The Nevada State Juvenile Justice and School systems do not currently screen or treat juveniles for post-traumatic stress disorder (PTSD). Left untreated, PTSD may contribute to behaviors that can lead to engagement with the juvenile justice system and contribute to high rates of recidivism and possible future engagement with the adult justice system. Female delinquency and adult female incarceration rates increased from the 1980s until the early 2000s. Many of these women and girls have been victimized, and their unresolved victimization issues may have led them to criminal behavior which may not be adequately addressed in the juvenile and criminal justice systems. The theoretical framework for this study consisted of 3 developmental theories (pathways, trauma, and addiction theories) that facilitated an understanding of the impact of victimization and criminality in these women and girls' lives. This research offers a feasibility study on the effectiveness of the Pennsylvania Academic Career Technical Training Alliance (PACTT) at engaging youth in school and work upon return to the community. The sample included adjudicated youth from Allegheny County, Pennsylvania committed to PACTT-affiliated residential facilities and who discharged between July1, 2011 and June 31, 2012. An overview of the PACTT Initiative, with specific attention to its core elements, is presented and examined in the context of Ecological Systems Theory. The school-to-prison pipeline metaphor represents an educational environment that allows public schools to push many at-risk children out of school and into the juvenile justice system or even worse, the adult criminal justice system (Wald and Losen, 2003; Lynn, 2010; Tuzzolo and Hewitt, 2006). The theory of symbolic interactionism explains how social interactions influence behavior. In this study, it is reasoned that culturally sensitive interactions may be associated with adjudicated youth behavior. The purpose of this project is to (1) examine the differences in adjudicated male youths' perceptions of the level of cultural competency in juvenile justice staff members and (2) to identify whether staff members' cultural competency is related to self-restraint, distress, and delinquent behavior in adjudicated male youth. Statistics show that minority overrepresentation in the juvenile justice system is not a new phenomenon. The problem, however, is not going away and might even be getting worse. In 2008, the FBI's Uniform Crime Report showed that 52% of juvenile Violent Crime Index arrests, and 33% of juvenile Property Crime Index arrests, are black youths. This occurring while black youth only accounted for 16% of the youth population. These statistics illustrate disproportionate minority contact. The question is whether disproportionate minority contact has improved, and what is influencing minority overrepresentation.

Effective intervention programs play a fundamental role in reducing rates of juvenile delinquency. Cognitive behavioral therapy (CBT) is an evidence-based psychotherapy that is strongly supported by research (ACT, 2010). Moral Kombat (MK) is an intervention that combines character-building and CBT concepts in programs for at-risk and delinquent juveniles with the goal to change their belief systems, thus improving their behaviors (Marchant, 2009).
