The Criminological Implications Of Moral Foundations, Jasmine Renee Silver

Judgments about morality play an important role in several areas of crime and justice. This dissertation applies Haidt’s Moral Foundations Theory (MFT)—which posits that judgments about morality are intuitive and pluralistic—to develop a theoretical framework for understanding the role of moral cognition in shaping attitudes and behaviors related to crime and justice. I also draw on research suggesting that people make moral judgments separately about moral agents (e.g., offenders) and moral patients (e.g., victims). In the United States, police officers are empowered to use force, and are often people’s first point of contact with the criminal justice system. Significantly, in the last decade, the majority of American citizens have acquired smartphone technology, which allows them to document and broadcast police behavior on a scale never before seen. Several high-profile police use of force incidents have been captured on video, and the resulting public outcries suggest that this technology now presents exceptional challenges to the maintenance of police legitimacy. Extant research, concerning police use of intelligence analysis, hypothesizes that police culture and information-sharing partnerships may affect outputs of intelligence analysis. Previous efforts have provided overviews of criminal intelligence analysis, without examining organizational and structural factors which might affect the genesis and use of intelligence and crime analysis. Examining the role and impact of both analysis and information sharing in law enforcement has been largely absent, and based on current research, it is difficult to determine what accounts for law enforcement variation in the knowledge, use, and demand for crime and intelligence analysis. This research study presents results from an evaluation and cost effectiveness analysis of a regionalization of selected police services into a Law Enforcement Council approach, as practiced by the Metropolitan Law Enforcement Council (Metro-LEC). The Metro-LEC is a non-profit organization comprising forty three law enforcement agencies in the Commonwealth of Massachusetts. The results from wave two surveys administered to officers in the organization as well as a survey distributed to the Chief Executive Officers of the participating law enforcement agencies illustrate the overall effectiveness of the organization.
