Moral Time And Homicide Investigations., David Stuart Lapsey Jr.

Previous literature explores the many dimensions of homicide investigations, including case and individual characteristics, evidence and investigative activities. However, little research delves into situational characteristics and their relationship to specific homicides, charge severity sought by prosecutors and sentence length given to homicide offenders. The current study sampled homicide cases (N=68) to gather baseline information and data regarding judicial outcomes. Donald Black’s Theory of Moral Time (2011) is tested and utilized as the study’s conceptual framework for the study’s hypotheses.

This presentation is a case study of challenges to investigating sex trafficking created by decriminalized prostitution. For 29 years (from 1980 to 2009) in Rhode Island, engaging in prostitution was not prohibited or regulated. Commercial sex acts were private and beyond the interest of the state. Lack of laws or regulations of prostitution created a permissive legal, economic, and cultural environment for the growth of prostitution businesses. Local police were impeded from investigating alleged sex trafficking because police had no legal cause to investigate private activities. OnLine Social Networking sites (SNS) hold a vast amount of information that individuals and organisations post about themselves. Investigations include SNS as sources of evidence and the challenge is to have effective tools to extract the evidence. In this exploratory research we apply the latest version of a proprietary tool to identify potential evidence from five SNS using three different browsers. We found that each web browser influenced the scope of the evidence extracted.
