Mass incarceration in US jails and prisons is a major public health concern. Over one million women are released from US jails and prisons each year. Incarcerated women experience disproportionately high rates of mental health issues and most incarcerated women are mothers of minor children. Mothers of minor children who leave jails and prisons with mental health issues face increased risks of experiencing substance use, risky behaviors, homelessness, and recidivism. Purpose: The purpose of this descriptive, qualitative study was to identify and describe the importance of the predictors of juvenile recidivism and the effectiveness of efforts to prevent/avoid juvenile recidivism as perceived by previously detained, arrested, convicted, and/or incarcerated adult students 18 years of age and older exiting from alternative education in Northern California. A second purpose was to explore the types of support provided by alternative schools and the perceived importance of the support to avoid recidivism according to adult students 18 years of age and older exiting from alternative education.

The move toward reducing the prison population was driven by an increase in the number of reentry programs that focused on the needs of the offender, such as the provision of stable housing, employment, education, and sustaining strong familial bonds. While the literature supported these areas as being effective in reducing recidivism, there was no consensus that they were effective for offenders with mental illness (OMI). Due to the growing percentage of mental health illnesses related to combat trauma and traumatic brain injuries, the rates of incarceration, suicide, and substance use disorders are skyrocketing in the returning veteran population. The Veterans Court program directs veterans with certain criminal issues into a program designed to treat veterans in need, as opposed to incarcerating them. The purpose of this study is to conduct an initial examination of the effectiveness of this program by measuring four specific factors directly linked to veteran trauma and mental health. The Nevada State Juvenile Justice and School systems do not currently screen or treat juveniles for post-traumatic stress disorder (PTSD). Left untreated, PTSD may contribute to behaviors that can lead to engagement with the juvenile justice system and contribute to high rates of recidivism and possible future engagement with the adult justice system. Mainstream research in criminology focuses on environmental factors as the sole reason individuals exhibit antisocial behavior patterns and may ultimately commit crimes. Before the advent of anti-retroviral therapy (ART), many states enacted and strictly enforced laws that criminalized HIV transmission. These laws were enacted to prevent HIV-infected individuals from knowingly transmitting the virus to the uninfected. Over the past two decades, however, questions have been raised regarding the effectiveness of HIV criminalization and its unintended consequences. For example, there is little evidence that the criminalization of HIV transmission has been effective in reducing the spread of the disease, particularly when compared to education and other prevention efforts. Previous studies of police officers focus on stress or body weight, but not these variables conjointly. There has been an increase in the number of individuals with mental illness being housed in correctional facilities over the last 50 years. In this study, the length of pretrial detention was compared for inmates who have a mental illness and are compliant with psychiatric medications, inmates who have a mental illness and are noncompliant or not prescribed psychiatric medication, and inmates with no mental illness.
