Known as "The City of Destiny", the city of Tacoma and its government continue to build on urban planning projects in hopes of making the town a true destination city. Amongst the district roadway improvements, the extension of the lightrail, and the renovation project passed for the Tacoma Dome, the developers are in full flux. The funding has been passed and the construction in motion -- but what about the communities? This research aims to gauge the tensions that emerge within the relationship of community engagement and urban planning.

The Cully neighborhood is situated in the Northeast quadrant of Portland, Oregon. It is 2.75 square mile plot of land and home to roughly 13,000 people. In addition to being one of the most diverse neighborhoods in Portland, it is the most densely populated, with the smallest amount of parkland per capita. Over the last two decades, home value has increased 203% in Cully, compared to a 90% citywide increase. Amidst these development trends are stories of incredible resilience, resistance and activism from the affected community. Recent studies have focused on the benefits of walking to health, wellbeing, creativity and social capital. However, apart from select ethnographic observations on walking as a distinct spatial practice (J. Lee & Ingold, 2006), there is a paucity of studies that investigate the ways in which walkers and space interact. Most importantly, there has been a distinct lack of attention to pedestrian perspectives and experiences in theory and in policy on walkability (Middleton, 2011, 2016).
