During the third quarter, the interagency volunteer team and university representatives have held several meetings to continue progress on the Interagency Volunteer Program (IVP). At the beginning of October, candidates for the project manager position were interviewed by the university search committee, followed by interviews with the interagency team on October 6, 2004. After two finalists were identified, reference checks were made and the university and team recommended to the federal managers that Ms. Donna Grady be hired. Cultural Site Stewardship Program

A list of cultural sites unique to each of the four agencies is in the process of being compiled by the project manager. The first round, currently numbering more than 300 sites, is being defined in general categories by location and urgency for attention. Additions, refinements, and corrections will be ongoing.

Trainers for Nevada Heritage Site Stewardship were questioned in order to begin tailoring operating procedures for CSSP recruitment and training.

Although the task agreement formally commenced June 30, 2004, the agreement was not fully executed by both parties until July 29, 2004. In the first three months of this agreement, UNLV representatives have met with or communicated via email with the Interagency Volunteer Team on numerous occasions. At the first meeting on July 13, 2004, Government Technical Representative Bobbie Antonich and UNLV Public Lands Initiative Director Nancy Flagg met with the interagency team to discuss the overall goals for the Interagency Volunteer Program (IVP). Cultural Site Stewardship Program

Although the task agreement formally commenced June 30, 2004, the agreement was not fully executed by both parties until July 22, 2004. Since that date, UNLV met with the Interagency Cultural Resources Team on July 23, 2004. Bobbie Antonich, Government Technical Representative for the National Park Service, and Nancy Flagg, Director of the UNLV Public Lands Initiative, brought the team up-to-date on the status of the task agreement, UNLV’s role in fulfilling the agreement.

Despite historically low interest rates, organizations across the nation have become increasingly concerned about the impacts of regulatory constraints and anti-growth sentiments on the availability and cost of housing. This concern is by no means limited to a few “high cost” areas like Boston and San Francisco. It can also be found in Iowa City, where new single-family houses were recently selling from $150,000 to $375,000 (prices readily considered affordable in many larger metropolitan areas) and even in rural areas where spill-over growth and “drive to qualify” solve the commuter’s affordability problem while creating unforeseen affordability problems for the rural …
