The purposes of this research are to raise awareness of the occurrence of slavery in the 21st century, explain how and why slavery still exists in the northeast of Brazil, more specifically in Maranhão, and to explain what state and federal agencies and NGOs are attempting to do to eradicate slavery. Despite the emancipation of slavery in 1888, this insidious practice continues in regions with a history of slavery and a lack of anti-slavery legislation implementation. In Victoria, the practice of cattle grazing in alpine areas has shaped land, culture, and history since the early nineteenth century. Characterized by early gold mining, grazing, and skiing tourism, the Victorian Alps eventually seized the attention of conservationists who understood its ecological significance and need for protection, with beginnings of an Alpine National Park idea in 1969 (Johnson, 1974, p. 180). Not until 1989, however, did the park enter into existence, meeting much resistance from farmers and graziers along the way (Mosley, 1999, p. 80). Various societal factors demonstrate that Pearl Lagoon is in state of emergency. The youth today live in a Pearl Lagoon that is gradually losing cultural ground. This paper presents five evidence-based recommendations for youth violence prevention programming in Medellín, Colombia. The recommendations are based on youth psycho-social needs and prior violence prevention program analyses. Recommendations will suggest that arts and sports activities could be effective programming tools. Historical and contextual information about Colombia's guerrilla war and gang violence in Medellín will be used to demonstrate the importance of youth empowerment programs and explain why a violence prevention program should be implemented in Medellín.
