This study examines the history of urban mall development in the United States and the role of such sites in widespread revitalization efforts that are intended to protect the city from further decline and bring it back to its once thriving existence, before the mass relocations to the suburbs.

Suggestions for future planning are offered to Hong Kong tourism practitioners and policy makers on the basis of estimated tourism demand, 1998 to 2007. Twenty years ago, James Q. Wilson and Patricia Rachal argued that government cannot regulate itself. In an era of revived federalism, increased reliance on contractors, and proliferation of quasi-public organizations, the importance of government self-regulation is greater than ever. This paper tests an underlying assumption of Wilson and Rachal's claim: that regulation of public and private organizations can be differentiated. Employing a meta-research design, this pilot study uses existing regulatory case studies to create "regulatory relationship profiles" for public and private organizations. For most single parents who are expected to work full-time under current welfare policies and who have children needing child care, use of a car is the most practical means of transportation. The difficulties of getting to the child care provider, then to work, back to the child care provider and home contribute to job retention problems, particularly for single parents lacking a family car or a valid driver's license. This study examined the Wisconsin Department of Transportation (DOT) driver's license records for 719,320 Milwaukee County residents, analyzed 331,304 recent (1992-1996) suspensions and 125,717 revocations by type and number of …

One of the critical concerns facing parents seeking employment is provision of adequate care for their children while they are at work. Employment and Training Institute surveys of central city Milwaukee female job seekers identified lack of child care as a primary barrier to employment, and a recent assessment of AFDC mothers with very young children found that most needed help finding and financing child care. The Employment and Training Institute prepared this manual on how to conduct job vacancy surveys was prepared under contract with the Employment and Training Administration of the United States Department of Labor (#X-6752-8-00-80-60) so that state and local policy makers can benefit from the experience of the Milwaukee project and previous job openings surveys conducted in the United States and other countries. Job vacancy survey design, sampling, methodology, weighting, survey administration, data verification and data analyses issues are described in detail in this manual. Employment Patterns Of Larger Milwaukee Area Companies: Occupational Shifts, Job Expansion And Progress Toward Diversity, Lois M. Quinn

This report examines the employment patterns of private companies in the Milwaukee metropolitan area with 100 or more employees, utilizing computerized summaries of EEO-l annual reports filed with the U.S. Equal Opportunities Employment Commission. Each year these companies are required to report on their total labor force, minorities and women employed by nine occupational groupings. The data are provided to identify occupational shifts, progress toward a diversified labor force and challenges facing Milwaukee area employers and workers. The greatest job growth in larger Milwaukee area companies was reported for college-trained professional jobs. Larger companies reported a net increase of 6.251 …

This paper, one of a series of studies exploring employment myths and realities surrounding welfare reform initiatives, examines job availability and the experience of single mothers in Milwaukee County who have received Aid to Families with Dependent Children (AFDC). The purpose of this study was to explore the factors that bring teenage girls to family planning clinics for pregnancy tests. This study focused on those teens requesting pregnancy tests to investigate the circumstances surrounding their concern that they may be pregnant. A total of 116 teenage girls, between the ages of 13 and 19 completed the 21 item questionnaire. While the results of this study did support previous research showing that teens are using birth control, results found correct and consistent use to be a problem. While most teenage girls reported that they use condoms (73%), over half did …

The 1994 International Conference on Population and Development in Cairo was a watershed moment in the definition of population policies. The meeting put an end to the unproductive debate on which is more instrumental in achieving voluntary fertility decline: providing family planning (FP) services or improving social and economic development. The answer was that both are essential. The Cairo meeting also defined the most desirable services and the kind of development that was most empowering, particularly with respect to achieving reproductive choice. The Community Counseling Aides (CCA) project operating with support from the National AIDS Control Programme (NACP) in Uganda, is a government initiative being carried out in collaboration with local communities. As the Ministry of Health seeks to develop local capacity to support and operate these efforts at the community level, it has identified the need to improve the skills of local project staff so that they may begin to assume the responsibility for monitoring and evaluating their own program performance. The Omaha Conditions Survey: 1998 is the fifth in a series of studies conducted by the Center for Public Affairs Research (CPAR) at the University of Nebraska at Omaha. The purpose of the Omaha Conditions Survey is to produce and disseminate quality information about issues of importance to the community. The 1998 survey focused on measuring detailed characteristics of the local labor force.
