The Monterey Military and Veterans Affairs Office (MVAO) is a lifeline to Monterey County veterans who suffer from PTSD, substance abuse, and have fallen into the justice system due to service connected disabilities. The MVAO has a justice outreach program that includes peer mentorship. The project's purpose is to ensure that veterans comply with the rules and regulations of the Monterey County Veterans Court and graduate from the program. The current program manager is tasked with the huge responsibility of veteran advocate, court liaison, peer program manager, and Veterans Affairs subject matter expert. The usage status of The U.S. Department Veterans Affairs Work-Study Program is examined. Beneficiary numbers from the Global, Unites States, State, and Local/County perspective are reviewed. While of essential value, the program suffers from a lack of scholarly research and government oversight, and is further hindered by restrictive administrative rules lived first-hand. Research suggests that the program is operating outside of accountability to the taxpayer, presents as unnecessarily/overly-restrictive in accessibility, and is underutilized. The program appears to not be serving all veterans to full potential.

ABSTRACT
Posttraumatic Stress Disorder (PTSD) is a mental health diagnosis that occurs following a traumatic event, and military veterans are at higher risk of exposure to hazardous or life-threatening situations that may result in psychological trauma. PTSD sufferers experience symptoms such as distressing memories, nightmares, flashbacks, hypervigilance, and heightened arousal. Individuals with PTSD also experience higher rates of depressive and substance use disorders, involvement with the justice system, and self-harm and suicide. Many agencies, such as the Department of Veteran’s Affairs (VA) provide treatment PTSD, however most programs experience dropout rates as high as 36%. Recent studies have shown that …

According to the Veterans Health Administration (VHA), 3.3 million veterans (41%) live in rural areas. Due to geographical barriers, these veterans often lack access to needed services and providers. This research project analyzed studies that utilized telehealth in delivering services to veterans with PTSD. While more research in this area needs to be conducted, telehealth technology shows promising results for improving veterans’ symptoms and providing veterans with satisfactory services. Research Question: Is telehealth medicine an effective intervention in treating veterans with PTSD?

A secondary data analysis of the 2001 National Survey of Veterans (NSV) for 2075 Gulf War-era veterans was conducted to investigate whether the GI Bill (the Servicemen's Readjustment Act of 1944, most recent provisions of which have been entitled the Montgomery GI Bill and the Post 9/11 GI Bill), considered as a social welfare policy, demonstrated protective effects for veterans with disabilities in terms of successful re-entry and sustained enrollment in higher education.
