Public And Private Sources Of Assistance For Low-Income Households, Chi-Fang Wu, Mary Keegan Eamon
The Journal of Sociology & Social Welfare
This study examined the types and combinations of public and private assistance received by three types of low-income households, including those with children, without children, and elderly without children. Using data from the 1996 and 2001 panels of the Survey of Income and Program Participation (SIPP), the results indicate that a large percentage of low-income households rely on public assistance, and receipt of private assistance is much less common. Approximately 7% of the sample use both types of assistance. The findings highlight differences in combinations of public and private assistance used by different household types. This purpose of this paper is to illustrate how data can target outreach for social and economic justice by testing for an association between refund anticipation loan (RAL) utilization and a Zip code’s racial and income characteristics. RALs are rapid tax refunds marketed by tax preparers.

The United States is arguably one of the richest countries in the world. However, poverty is still an issue of great concern. This observation suggests the need for more innovative interventions to reduce severe need and create terms for meaningful participation of vulnerable individuals in economic, political, and social exchange. Using a sample of IDA program participants (N=840), who were randomly assigned to a control and experimental group, this study explores the relationship between an asset-building intervention and social inclusion from the human capabilities perspective. This exploratory research focused on the structural context of working poverty, thereby transcending its individual or behavioral aspects. Two major questions guided this study: (1) How are the working poor different compared to the working nonpoor? (2) How do structural conditions affect the chances of one being working poor? Central findings of the study were that four primary sets of factors—demographic, human capital, employment barriers, and labor market positions—contribute to an individual's likelihood of being among the working poor. The structural factors—employment barriers and labor market positions—significantly contributed to the effects of human capital and demographic variables. All four factors …
