When the Commonwealth of Pennsylvania revised its child protective services law (CPSL) in 2014 in response to highly publicized child abuse incidents, the impact on public child welfare agencies was often negative. The child welfare system faced increased referrals without enough staff to handle the workload and numerous caseworkers began to leave their jobs. Caseworker turnover has a negative impact on children and families because excessive workloads dilutes the quality of services clients receive. Workplace bullying (WPB) is a pervasive problem in contemporary society, inflicting detrimental repercussions upon employees, employers, and organizations alike. The objective was to test an intervention to reduce failed rates for psychiatric appointments. We collected data for this study of the characteristics of patients who missed appointments from March 2011 through September 2012. A phone triage assessment intervention was implemented to address chronic first-time failed attendance appointments (N = 78). The main reason for failed appointments was transportation difficulties. The first-time appointment show rate increased after implementing an assessment intervention. Phone assessment intervention was practical and may improve nonattendance for psychiatric appointments. The discussion reflects speculations about causes and possible measures to make services more accessible.

Management’s place within social work has long been of concern. Social workers are being displaced as managers due to competition from other professions, poor regard for their skills as managers, declining student interest, and weak graduate training. This article examines the displacement, discussing its impact on organizational mission, values, and culture; social work’s future; graduates’ readiness to take on management tasks; and career and compensation advancement. These concerns motivated the George Warren Brown School of Social Work at Washington University in St. Louis to implement a requirement that master of social work students complete three credits of concentration-level management coursework. …

Agency-based design teams effectively address workforce issues in public child welfare agencies. This article presents findings from an adaptation of a design team intervention for private child welfare agencies. A longitudinal mixed-methodology design measures effects of the intervention and conditions of implementation. Pre–post surveys of workers (n = 137) and a comparison group (n = 153) measure climate, job satisfaction, perceptions of child welfare, and intent to leave. Statistically significant increases of 0.37 points on dimensions of organizational justice and support (justice: p = 0.01; support: p = 0.03) parallel the team’s perceived effect of their work—that it will make …

Information And Communication Technology In Child Welfare: The Need For Culture-Centered Computing, Richard J. Smith, Tara Eaton

The Journal of Sociology & Social Welfare

This article discusses the introduction of information and communication technology (ICT) in the California child welfare system. Drawing from anthropological literature, the authors emphasize the role of work practice and context associated with new ICT implementation. This case study uses a documentary- historical approach to analyze interviews with 386 workers who used the Child Welfare Services/Case Management System (CWS/CMS) between 1997 and 2005. Data show the implementation of CWS/CMS impacted the work practice of the welfare system. The authors recommend culture-centered computing for future developments and upgrades of ICT in child welfare.

Several studies have demonstrated that children who experience multiple placements are more likely to experience behavioral problems and are less likely to achieve reunification. However, little is known about how move transitions— from one foster home to another, from foster care to birth family home, or between family placements and group care facilities—are perceived or experienced by children in foster care, or those formerly in foster care. This qualitative study examines the definition of foster care placement moves from the perspective of adults formerly in foster care. Growing numbers of Wisconsin dairy farmers have reported success using management intensive rotational grazing (MIRG) techniques that rely on pastures as the primary source of forage for their milking herds. The Program on Agricultural Technology Studies (PATS) has been tracking the use and performance of MIRG systems in Wisconsin since the early 1990s through periodic large-scale, random sample surveys of Wisconsin dairy farmers. This fact sheet incorporates recent results from PATS 1999 Dairy Farmer Poll into an overall summary of PATS grazing research.
