Children of incarcerated mothers and fathers are at a high risk of developing emotional, psychological, and behavioral problems (Dallaire, 2000; Lotze, Ravindran, & Myers, 2010; Nurse, 2004). The literature review conducted for this study noted several problematic behaviors. Some children were at a high risk for delinquency and criminal activity. Others experienced several home displacements which led to foster care or grand parenting responsibilities (Belknap, 2006). Further, mental health issues and school behavior problems were directly linked to parental incarceration (Arditti, 2012). Four main problems in children were identified, which included aggression, anxiety, poor concentration, and social withdrawal. Some children …

National research has shown that high quality, alternative community based diversionary programs for delinquent youth are both more effective at reducing recidivism and less expensive than incarceration. As the state of Rhode Island faces budgetary issues, not unlike the issues the United States is facing on the national level, they have begun to move toward this model as a way to address juvenile delinquency. Detaining and incarcerating juvenile delinquents is ineffective and costly juvenile justice policy. These placements, indicative of the “tough on crime” approach, become problematic for many of these youths who do not have the advantage of legal counsel because they waive this right. In addition, a majority of these youths have a mental health or special education disability that does not get addressed in correctional facilities. Alternatives for Youth's Advocacy Program (AFY) in Cleveland, Ohio (Cuyahoga County) is addressing these issues using a holistic approach that includes the provision of civil legal representation to assist youths in accessing disability services and …

This study found that the adjudicated juvenile offender population may have insight into barriers and obstacles that will impede their reintegration into society. If these issues were recognized and addressed, juvenile offenders could have a better experience as parolees when they were released.

Administrators have a lot of influence over the nature of youth programs. Because of this, their thinking on the causes of delinquency, the nature of ideal youth programs, and the role of youth workers were tapped. In the past, people in the field of delinquency have been accused of assuming an individual, personal problem or deficiency point of view. This study of administrators in the Portland, Oregon metropolitan area suggests that, while some evidence for a more social structural understanding exists, in general the individual problem perspective prevails. The Attitudes Of Youth Workers On Delinquency And Delinquency Programs, Gary Lee Dominick, Carol Swartz, Michael Orval Taylor

This research developed from our interest in juvenile delinquency. We wished to examine how youth workers think about the causes of delinquency, the structure of delinquency programs, and their own role as workers. These perceptions will be examined by looking at workers' responses to statements dealing with 1) juvenile delinquency causation, 2) programs for treatment and prevention, and 3) the role of the worker. The responses will be examined in the light of a theoretical framework reflecting the continuum between theories and programs based on individual causation and those emphasizing societal factors.
