House Bill 1316 and its companion Senate Bill 0538 propose that employees of the state of Tennessee should be allotted up to 6 weeks paid leave if they become a foster parent to a minor or adopt a minor. To better understand HB 1316 and SB 0538 from a social work perspective, it is vital to examine how the proposed bill promotes the importance of human relationships, the dignity and worth of a person, and social justice—while also recognizing where the bill has room for growth. Resource Family Approval (RFA) is a policy that was recently enacted in California. The process seeks to merge existing policies on the regulations of families who wish to care for children involved in the foster care system. The purpose of this study was to understand the perceptions of resource family approval social workers and the implementation of RFA. Ten participants were chosen from the resource family approval unit from a county child welfare agency. The study was a qualitative design with in person interviews.

About half a million children live in out-of-home care, generally due to state intervention (Children’s Bureau, 2016). The outcomes of youth in treatment are improved when they have stable relationships with caregiving adults. Group homes based on the Teaching-Family Model utilize a married couple who live in the home and are the primary care treatment providers. The present study employed a phenomenological approach to explore the lived experience of eight men who have worked in this role for at least a year. This research explored the perspective of foster parents on the educational experiences of foster children and experiences of communication patterns with other key stakeholders (social workers, and teachers). Factors focused on were educational experience of foster children, communication patterns, the impact of communication patterns on the educational experience, and barriers to effective communication. Five individuals who were, at the time of the study, foster parents to at least one child were interviewed. Participants openly shared a variety of positive and negative experiences. The purpose of this qualitative study was to determine the factors which helped these foster care alumni to persevere and to succeed. The intent was to provide a framework for equipping youth in foster care more effectively by building on their strengths and the resources available in foster care. The study’s method incorporated the interviewing of ten ethnically diverse individuals who had experienced the foster care system. Based on their insights and the themes which emerged, the WARRIORS Model was created.
